Job summary

McDermott International, Ltd invites applications for a Senior Field Engineer – Offshore Tendering in Dubai. Qualifications

  • Bachelor's degree in Engineering required.
  • 7–9 years in oil and gas with major contractor, consultant, or EPCI.
  • 2–3 years direct operations/field engineering experience.
  • Exposure to offshore installation, marine construction, proposal engineering or tender prep.
  • Ability to develop offshore execution strategies, installation procedures, schedules, resource plans, and cost estimates.
  • Knowledge of installation vessels, barges, diving spreads, survey operations, dredging, trenching, and pipeline pre-commissioning.
  • Experience developing technical scopes for subcontracted offshore services.

Role Context

Senior Field Engineer will lead technical planning activities for offshore tenders and support the transition from proposal development to project execution. The position requires a strong understanding of marine construction, installation vessels, diving operations, fabrication requirements, subcontracted services, resource planning, and offshore cost estimation. By reviewing contract documents, defining execution sequences, selecting appropriate equipment, and preparing installation documentation, the engineer will help ensure that bids are complete, competitive, technically feasible, and aligned with customer specifications. The role also provides technical guidance to project teams and develops mitigation plans for complex operational and engineering risks.

Key Responsibilities
  • Review technical project documents following contract award and identify discrepancies between pre-contract and post-contract requirements.
  • Evaluate tender method statements for technical omissions, execution risks, and inconsistencies.
  • Attend bid interviews with local management and contribute to global management reviews.
  • Verify that all offshore bid inputs receive the required approval from the Division Manager and General Superintendent before submission.
  • Coordinate with the Diving Manager to review and approve estimates related to diving activities.
  • Prepare technical clarifications and qualifications concerning scope, drawings, specifications, assumptions, and execution constraints.
  • Submit complete clarification packages to the Proposal Coordinator within tender deadlines.
  • Develop engineering execution plans and allocate suitable resources for proposal and project activities.
  • Monitor engineering progress to prevent delays, missing deliverables, or unresolved technical issues.
  • Lead the preparation of installation procedures, scopes of work, drawings, sketches, procurement documents, and fabrication requirements.
  • Confirm that all procurement, fabrication, and installation documentation is accurate and contractually compliant.
  • Coordinate with engineering, marine, diving, safety, procurement, subcontracting, construction, planning, and operations teams.
  • Provide technical support to project procurement and subcontracting personnel during supplier and service-provider selection.
  • Define the sequence of offshore work based on project requirements, vessel capabilities, and installation strategy.
  • Select equipment for execution according to availability, tender requirements, operational feasibility, and management bid philosophy.
  • Determine crew requirements for each stage of the project.
  • Update and circulate crew compositions as project assumptions or execution needs change.
  • Estimate activity durations using historical data from comparable offshore projects.
  • Prepare marine work schedules covering mobilization, vessel modifications, preparation, and installation activities.
  • Develop offshore miscellaneous cost estimates for barge rig-ups, temporary designs, port clearances, project consumables, and specialist resources.
  • Gather cost inputs from Diving, Electrical and Mechanical, Safety, Marine, and other supporting departments.
  • Identify additional expenditure required to comply fully with tender specifications.
  • Coordinate with Construction Support Engineering to prepare technical drawings for bid submissions.
  • Develop safe work procedures suitable for inclusion in technical proposals.
  • Review proposal documentation and identify work packages that require subcontracting.
  • Prepare technical descriptions and bid pricing structures for subcontracted activities.
  • Coordinate subcontracting inputs with the Subcontracts Administrator and Proposal Coordinator.
  • Develop technical scopes for survey, dredging, trenching, pipe haul barges, nearshore crossings, and pipeline pre-commissioning.
  • Review engineering information to ensure proposal submissions contain complete and accurate technical data.
  • Respond to technical clarifications raised by tendering subcontractors.
  • Prepare Technical Bid Evaluations for installation vessels and specialist offshore services.
  • Assess subcontractor qualifications and recommend appropriate lump-sum and miscellaneous cost allowances.
  • Review subcontractor exceptions and qualifications for incorporation into the main company proposal.
  • Provide tender resource and scheduling information to administration and planning teams for financial forecasting.
  • Coordinate with all relevant company functions during preparation of the tender.
  • Review engineering studies performed for offshore operations and verify their suitability for the proposed execution method.
  • Prepare offshore bid summary books for major proposals.
  • Develop Dive Task Plans for projects involving underwater intervention or installation work.
  • Provide technical leadership during offshore execution when assigned.
  • Resolve complex field engineering issues and prepare practical mitigation strategies.
  • Ensure technical decisions follow customer specifications, applicable standards, company guidelines, and approved procedures.
  • Share practical and conceptual field engineering knowledge with less experienced engineers.
  • Maintain effective communication with customers, subcontractors, project personnel, and management throughout bidding and execution.
Ideal Profile
  • Bachelor's Degree in Engineering from an accredited university.
  • 7-9 years of experience in the Oil and Gas industry with a major contractor, consultant, or EPCI organization.
  • At least 2-3 years of direct operations and field engineering experience.
  • Strong exposure to offshore installation, marine construction, proposal engineering, or tender preparation.
  • Experience reviewing technical contracts, drawings, specifications, method statements, and project assumptions.
  • Ability to prepare offshore execution strategies, installation procedures, schedules, resource plans, and cost estimates.
  • Knowledge of installation vessels, barges, diving spreads, survey operations, dredging, trenching, and pipeline pre-commissioning.
  • Experience developing technical scopes of work for subcontracted offshore services.
  • Familiarity with supplier qualification and Technical Bid Evaluation processes.
  • Working understanding of procurement, fabrication, subcontracting, and installation interfaces.
  • Advanced Microsoft Excel skills, including the use of spreadsheet macros.
  • Working knowledge of Microsoft Project scheduling software.
  • Proficiency in Microsoft Word, Excel, and PowerPoint.
  • Knowledge of AutoCAD for preparing or reviewing technical drawings.
  • Strong analytical, planning, estimating, and technical problem-solving skills.
  • Ability to coordinate multidisciplinary inputs under demanding tender schedules.
