Overview

Procurement Specialist - Project Materials in Dubai, United Arab Emirates is an Oil and Energy opportunity for an experienced procurement professional who can manage RFQs, vendor sourcing, commercial bid evaluation, purchase orders, supplier registration, and project materials procurement for engineering and construction activities.

This role is suited for a detail-focused buyer with strong knowledge of approved vendor processes, technical requisitions, procurement compliance, market pricing, delivery lead times, and material supply requirements for energy and construction projects.

Salary: 18000-28000 (estimated based on similar jobs in the city; consult the employer for the final offer).

Key Responsibilities
  • Procure project and operations materials in accordance with company policies, approved procedures, ethical standards, procurement plans, and material requisition requirements.
  • Review material requisitions to confirm technical completeness, accuracy, documentation, delivery needs, quality requirements, and commercial readiness.
  • Issue RFQs to approved vendors, secure compliant offers, and follow up with suppliers to obtain complete commercial and technical responses.
  • Coordinate with engineering or requisitioning teams to ensure technical bid evaluations are completed within required timelines.
  • Manage vendor clarification cycles by collecting responses, resolving commercial questions, and keeping procurement decisions properly documented.
  • Perform commercial bid evaluations and support vendor selection based on price, delivery, compliance, quality, safety, and project budget requirements.
  • Prepare recommendations of award and obtain required approvals in line with procurement procedures and authority limits.
  • Place purchase orders with selected vendors and administer purchase order revisions, discrepancies, clarifications, and documentation throughout order execution.
  • Maintain purchase order files, RFQ records, procurement audit trails, sourcing lists, vendor correspondence, and approval documents with strong accuracy.
  • Support expediting activities by helping resolve vendor commercial clarifications, delivery concerns, and pending order issues.
  • Assist in resolving delivery nonconformance, overage, shortage, and damage issues when procurement input is required.
  • Develop and maintain a reliable vendor base by reviewing market capability, supplier performance, new product availability, pricing trends, and delivery lead times.
  • Facilitate supplier registration processes for potential vendors in the company system.
  • Visit vendors when required to understand capabilities, product lines, manufacturing capacity, delivery performance, and management responsiveness.
  • Monitor vendor performance continuously and support improvement actions where quality, delivery, pricing, or responsiveness issues arise.
  • Provide accurate procurement inputs for bid pricing, proposals, supplier agreements, and project procurement strategy discussions.
  • Exchange market intelligence, lessons learned, supplier updates, and sourcing opportunities with procurement peers, supervisors, and management.
  • Coordinate internally with project management, engineering, construction, QA/QC, safety, accounting, warehouse, bids, proposals, and procurement teams.
  • Ensure confidentiality of procurement data and maintain compliance with company guidelines, procurement controls, and audit expectations.
  • Supervise, train, and coordinate assigned procurement personnel when required.
Ideal Profile
  • Engineering graduate with approximately 10 years of relevant procurement experience.
  • Broad knowledge of procurement processes, RFQ handling, bid evaluation, purchase orders, vendor management, and project materials purchasing.
  • Experience sourcing materials used in construction, fabrication, offshore, onshore, or energy project environments.
  • Ability to read and understand requisitions, technical requirements, international standards, codes, and regulations related to project materials.
  • Strong commercial judgment with the ability to compare offers, negotiate clarifications, and recommend compliant supplier selections.
  • Good understanding of approved vendor lists, supplier registration, supplier agreements, and vendor performance monitoring.
  • Working knowledge of local and regional logistics regulations, supply agreements, delivery terms, and market constraints.
  • Strong communication skills for explaining procurement solutions to technical and non-procurement stakeholders.
  • Experience supporting integrated procurement teams and coordinating with suppliers across regional or international markets.
  • Working knowledge of Microsoft Office applications including Word, Excel, and Access.
  • Experience with Smart Plant Materials and HR systems is preferred.
  • Process improvement or Six Sigma certification is an added advantage.
  • Ability to maintain confidentiality, meet deadlines, follow procedures, and support audit-ready procurement documentation.
