This role is focused on delivering assigned purchase order or subcontract packages safely, on schedule, within budget, and in full alignment with QHSES, project, commercial, and client requirements.

Principal Package Specialist - EPCI Delivery in Dubai, United Arab Emirates is an Oil and Energy opportunity for an experienced package management professional with strong EPCI project execution, supply chain coordination, contract administration, commercial control, supplier management, risk planning, and stakeholder leadership expertise. This role is focused on delivering assigned purchase order or subcontract packages safely, on schedule, within budget, and in full alignment with QHSES, project, commercial, and client requirements.

Key Responsibilities

• Manage assigned purchase order or subcontract packages from start to completion while meeting budget, schedule, QHSES, commercial, and project requirements.
• Maintain clear communication with the Project Management Team and provide accurate short-term and long-term package status updates.
• Develop and maintain a strategic package outlook covering cost, schedule, supplier performance, technical risks, commercial exposure, and delivery priorities.
• Identify risks and opportunities early, agree mitigation or capture plans with project leadership, and track actions through closure.
• Maintain accurate visibility of package costs, commitments, changes, forecasts, and commercial exposure.
• Coordinate with Project Controls to align current and forecasted cost and schedule information.
• Review required on-site dates with schedulers to define priorities and support Installation Work Packages or Advance Work Packages when applicable.
• Track bid basis cost and schedule assumptions against actual package performance.
• Interface with suppliers, subcontractors, engineering, supply chain, QHSES, construction, installation, commissioning, joint venture partners, clients, and end users.
• Arrange and attend regular supplier, subcontractor, client, and internal status meetings to maintain package progress and accountability.
• Manage formal correspondence with suppliers, clients, subcontractors, and other involved parties.
• Attend key package meetings including progress meetings, kick-off meetings, pre-inspection meetings, and coordination reviews.
• Oversee daily package execution processes and coordinate across functions to resolve technical, commercial, documentation, schedule, and delivery bottlenecks.
• Enforce the Management of Change process and ensure Project Change Notices are raised, tracked, and administered correctly.
• Oversee package documentation priorities to support efficient delivery from a cost, schedule, supplier, client, and project execution perspective.
• Review key documents including Technical Bid Evaluations, Commercial Bid Evaluations, Purchase Orders, supplier data, correspondence, and package records.
• Work with end users to ensure expectations, technical requirements, operational needs, and delivery priorities are clearly aligned.
• Ensure prime contract flow-down requirements are administered correctly, including variations, contractual obligations, and supplier responsibilities.
• Oversee team planning, performance, resource allocation, and execution priorities throughout the project lifecycle.
• Report package status, risks, constraints, and outlook at project management and corporate management level when required.
• Support contingency planning for critical package risks, supplier delays, cost exposure, quality concerns, or schedule impacts.
• Capture package lessons learned and ensure improvement actions are documented for future project use.
• Maintain strong commercial discipline while supporting safe, compliant, and technically sound package delivery.

Ideal Profile

• Bachelor's degree or equivalent qualification in Engineering, Supply Chain Management, or a relevant discipline.
• 8 to 12 years of relevant experience in engineering, project management, package management, manufacturing, supply chain, or similar project delivery environments.
• Strong technical knowledge of Engineering, Procurement, Construction, and Installation project phases.
• Package-specific technical knowledge related to assigned equipment, materials, subcontract scope, or project systems will be preferred.
• Good commercial understanding of contracts, purchase orders, supplier obligations, subcontract terms, variations, and project flow-down requirements.
• Strong knowledge of supply chain disciplines such as proposals, purchasing, expediting, logistics, material management, and supplier coordination.
• Clear understanding of requisitioning from bid stage through clarifications, purchase order award, post-award execution, receiving, and commissioning support.
• Strong understanding of QHSES requirements with the ability to enforce compliance across supplier and subcontractor activities.
• Proactive approach to identifying risks and opportunities related to quality, safety, budget, schedule, supplier performance, and project execution.
• Strong leadership presence with the ability to work effectively with shop teams, supplier representatives, project personnel, and executive management.
• Excellent written, verbal, and public speaking skills.
• Able to prepare executive-level status updates, package reports, action trackers, and commercial summaries.
• Willing to travel to supplier shops, supplier offices, headquarters, job sites, laboratories, fabrication yards, and other relevant locations.
• Able to support extended deployment at supplier locations or job sites when package delivery requirements demand it.
• PMP or Professional Engineer qualification will be an advantage.
• Organized, commercially aware, safety-focused, and capable of managing complex package priorities under demanding project conditions.
