We seek a senior leader to identify new business opportunities across UAE, KSA, and Qatar, engage C-suite executives, and tailor staffing, executive search, and outsourcing solutions to regional needs.

The role demands deep market intelligence on labor laws, nationalization targets, and procurement portals, plus leadership of end-to-end RFP processes and long-term framework

Qualifications

• Bachelor’s degree in Business Administration, Marketing, Human Resources, or related field.
• 10–15 years of proven business development experience within the staffing, recruitment agency, or HR outsourcing industry in the Middle East region.
• Proven track record of closing high-value staffing contracts and managing relationships.

Responsibilities

• Identify and secure new business opportunities across UAE, KSA, and Qatar.
• Develop regional go-to-market strategies aligned with UAE initiatives.
• Lead end-to-end RFP, RFI, and tender response processes for major corporate and government staffing contracts.
• Structure long-term Framework Agreements (SLAs, Retainers, MSP contracts).
• Navigate regional public sector procurement portals and ensure compliance with nationalisation targets.
