Trans Skills is seeking a seasoned leader for Strategic Business Growth & Acquisition to drive regional expansion across UAE, KSA, and Qatar. Build a robust enterprise sales pipeline and secure long-term staffing contracts with major clients.

You will engage C-suite executives, shape go-to-market strategies, and provide market intelligence on salaries and hiring regulations. Navigate public sector procurement portals and craft high‑value bids in a fast-paced Middle East market.

Qualifications

• Bachelor’s degree in Business Administration, Marketing, HR, or related field.
• 10–15 years of proven business development experience within staffing, recruitment agency, or HR outsourcing in the Middle East.
• Proven track record of closing high‑value staffing contracts.

Responsibilities

• Identify, map, and secure new business opportunities across UAE, KSA, and Qatar.
• Target stakeholders such as C-suite executives to pitch staffing, executive search, and manpower outsourcing solutions.
• Develop and execute regional go-to-market strategies aligned with UAE 2050 and UAE Centennial 2071.
• Build and sustain a robust sales pipeline of enterprise and mid-market accounts.
• Act as trusted advisor on salary benchmarks, talent availability, and local hiring regulations.
• Structure long‑term Framework Agreements (SLAs, Retainers, MSP contracts).
• Stay updated on labor laws, nationalization quotas, visa regulations, and GCC employment frameworks.
• Lead end‑to‑end RFP, RFI, and tender responses for major contracts.
• Navigate Dubai eSupply / iSupplier, Abu Dhabi Tamm, Etimad, and public procurement portals.
• Align with procurement standards including Emiratisation and Saudisation in bid submissions.
• Develop pricing models, rate cards, and SLA parameters for government contracts.
• Lead bid defense meetings and presales pitches to tender committees.
