Role Context The Senior Procurement Engineer is responsible for converting construction requirements into commercially sound sourcing strategies for civil materials and subcontract works. The position manages supplier identification, prequalification, RFQs, bid evaluation, negotiation, purchase commitments, and delivery coordination while ensuring procured items comply with approved technical and quality requirements. The role has a direct impact on project cost and schedule performance. Effective procurement planning, early identification of reliable suppliers, disciplined commercial evaluation, and close follow-up of delivery commitments help maintain construction continuity and reduce exposure to cost escalation or material shortages.
Key Responsibilities
- Source civil construction materials including concrete, reinforcement steel, finishing materials, and other project-specific building products.
- Identify suitable subcontractors for civil and related construction work packages.
- Develop and maintain a reliable database of qualified suppliers and subcontractors.
- Conduct supplier and subcontractor prequalification based on technical capability, commercial strength, quality history, delivery performance, and market reputation.
- Review project drawings, Bills of Quantities, specifications, and material requirements before initiating procurement.
- Prepare Requests for Quotation for civil materials and subcontract packages.
- Issue RFQs to approved and qualified vendors.
- Analyze supplier quotations against required quantities, specifications, delivery dates, and commercial conditions.
- Prepare detailed technical and commercial comparative statements.
- Coordinate with Engineering and project teams when technical clarification is required.
- Support technical bid evaluation by ensuring supplier submissions satisfy project requirements.
- Negotiate material pricing with suppliers to achieve competitive commercial outcomes.
- Negotiate subcontract rates, payment terms, lead times, delivery schedules, and contractual conditions.
- Identify opportunities to reduce procurement cost without compromising approved quality or technical performance.
- Support value engineering exercises and evaluate alternative materials where appropriate.
- Prepare procurement recommendations based on technical compliance, commercial value, and delivery capability.
- Coordinate with Project Managers to understand construction priorities and upcoming material requirements.
- Work closely with Planning Engineers to align procurement schedules with construction programs.
- Coordinate with site teams to confirm required delivery dates and storage readiness.
- Track long-lead and critical material requirements.
- Follow up with suppliers to prevent late deliveries from affecting construction progress.
- Monitor material and subcontract procurement status throughout project execution.
- Escalate potential delivery risks and recommend mitigation actions.
- Support preparation and administration of purchase orders and subcontract agreements.
- Verify that procurement commitments remain within approved budgets and commercial limits.
- Review BOQ quantities against procurement requirements where necessary.
- Identify quantity or scope discrepancies and coordinate clarification with relevant project teams.
- Monitor supplier performance throughout order execution.
- Evaluate supplier reliability based on quality, responsiveness, delivery performance, and commercial compliance.
- Maintain procurement records, bid comparisons, approvals, purchase orders, and supplier correspondence.
- Prepare regular procurement progress reports for management review.
- Highlight delayed materials, pending approvals, supplier risks, and commercial issues.
- Conduct market research to track material pricing and regional supplier trends.
- Identify new sourcing opportunities within local and regional markets.
- Work with Finance, Commercial, Engineering, Planning, Logistics, and Site teams where procurement activity requires cross-functional coordination.
- Use ERP systems to maintain procurement records and purchasing information.
- Support Oracle or SAP procurement workflows where applicable.
- Maintain strong commercial discipline when managing multiple procurement packages simultaneously.
Ideal Profile
- Bachelor 's Degree in Civil Engineering.
- 8-12 years of total construction procurement experience.
- Strong regional market knowledge and supplier network experience.
- Deep understanding of civil building materials and construction procurement.
- Strong knowledge of concrete, reinforcement steel, finishes, and other common civil construction materials.
- Experience sourcing and evaluating subcontractors.
- Strong understanding of construction drawings, Bills of Quantities, and technical specifications.
- Practical experience preparing RFQs and comparative statements.
- Strong commercial bid evaluation capability.
- Proven experience negotiating pricing, payment terms, and delivery schedules.
- Strong commercial awareness and cost optimization skills.
- Familiarity with local construction standards and market practices.
- Able to identify alternative materials and value engineering opportunities.
- Strong coordination skills for working with Project Managers, Planning Engineers, and site teams.
- Advanced Microsoft Excel capability.
- Good working knowledge of Microsoft Office.
