Key Responsibilities
- Develop procurement strategies for civil consultancies, structural works, enabling works, and related construction packages.
- Establish package scopes and procurement timelines in coordination with Project Management, Design, Engineering, and Commercial teams.
- Prepare and maintain procurement schedules aligned with overall project programs.
- Track procurement milestones and highlight packages that could affect construction progress.
- Ensure procurement activities follow approved company procedures, governance requirements, and authorization limits.
- Identify suitable consultants, contractors, subcontractors, suppliers, and specialist service providers.
- Conduct detailed vendor and consultant prequalification.
- Assess providers based on technical capability, financial strength, project experience, resources, commercial competitiveness, and delivery performance.
- Maintain a broad and competitive vendor database for construction and consultancy packages.
- Develop long-term relationships with high-performing consultants, contractors, subcontractors, and suppliers.
- Monitor vendor performance against contractual obligations, quality requirements, and agreed delivery commitments.
- Manage procurement of main contractor and subcontractor packages.
- Procure civil engineering consultancy and subconsultancy services.
- Manage sourcing of structural works and specialist structural packages.

- Ensure recommended awards provide an appropriate balance of cost, capability, quality, and project risk.
- Conduct market analysis to understand contractor capacity, consultant availability, pricing trends, and market movements.
- Identify opportunities for cost optimization through competitive tendering and alternative sourcing.
- Support value engineering initiatives across civil, structural, and enabling works packages.
- Conduct cost analysis and feasibility assessments where required.
- Assist project teams with budget control and procurement‑related commercial planning.
- Compare tender pricing against estimates, budgets, market benchmarks, and historical project data.

- Minimum 12 years of relevant experience in procurement, category management, construction procurement, or a comparable position.

- Strong background in estimation, tendering, procurement, and commercial evaluation.
- Practical experience procuring civil consultancy services.
