Role Context

The Procurement Engineer is responsible for converting project material requirements into reliable sourcing and purchasing strategies that support uninterrupted construction. The position works across technical, commercial, and logistical functions to ensure required civil materials are approved, competitively sourced, inspected, and delivered in accordance with project schedules. A major focus of the role is international procurement. The engineer will identify capable manufacturers, compare global sourcing options, negotiate commercial terms, assess supply risks, and coordinate deliveries while maintaining compliance with technical specifications and quality standards.

Key Responsibilities
  • Procure civil materials and related services for residential, commercial, and hospitality construction projects.
  • Source major finishing materials including aluminium, steel, marble, joinery, and associated building products.
  • Manage procurement requirements for ready mix concrete and other critical construction materials.
  • Source civil finishing systems, components, and subcontract packages according to project requirements.
  • Develop international sourcing strategies for materials that can be competitively procured from overseas markets.
  • Identify manufacturers and suppliers capable of meeting required technical, quality, commercial, and delivery standards.
  • Evaluate vendors based on technical capability, past performance, financial reliability, quality, pricing, manufacturing capacity, and lead times.
  • Maintain and expand a qualified supplier base for major civil material categories.
  • Conduct market research to identify emerging suppliers, new materials, technologies, and alternative sourcing opportunities.
  • Issue Requests for Quotation to suitable suppliers.
  • Review and compare supplier quotations in detail.
  • Evaluate commercial offers alongside technical compliance and delivery commitments.
  • Coordinate with consultants and engineering teams during technical evaluation of supplier proposals.
  • Ensure all procured materials comply with approved specifications and project requirements.
  • Verify compliance with applicable standards and quality requirements before award.
  • Negotiate material prices, commercial conditions, payment terms, warranties, and delivery schedules.
  • Negotiate supplier and subcontract conditions to achieve competitive procurement outcomes.
  • Prepare commercial comparisons and procurement recommendations for management approval.
  • Coordinate contract and purchase order requirements with commercial and procurement stakeholders.
  • Ensure procurement decisions remain within approved budgets and authorization procedures.
  • Work with Project Managers to understand construction priorities and required material dates.
  • Coordinate with Engineering and Construction teams to clarify specifications, quantities, and technical requirements.
  • Align procurement schedules with project execution programs.
  • Monitor material lead times and identify risks that could affect site progress.
  • Develop mitigation plans for delayed production, shipping, customs, or supplier performance issues.
  • Coordinate with logistics teams on international shipping and delivery requirements.
  • Monitor overseas purchase orders from manufacturing through dispatch and delivery.
  • Support customs, transport, and material movement coordination where required.
  • Conduct supplier meetings and factory visits where necessary.
  • Travel internationally for sourcing, negotiation, inspection, and supplier evaluation activities.
  • Coordinate pre-shipment inspections and quality checks for critical materials.
  • Work with QA/QC teams to establish inspection requirements for procured components.
  • Support material inspections and audits to verify specification compliance.
  • Resolve supplier quality issues and coordinate corrective actions.
  • Track procurement status for all assigned material packages.
  • Maintain records covering quotations, evaluations, purchase orders, approvals, inspections, delivery schedules, and supplier performance.
  • Prepare procurement progress reports for management review.
  • Report commercial outcomes, delivery risks, supplier issues, and pending procurement actions.
  • Monitor supplier performance throughout order execution.
  • Maintain visibility of cost savings and commercial improvements achieved through negotiation.
  • Identify opportunities for value engineering and material optimization.
  • Recommend alternative materials where they offer better commercial or technical value without compromising project requirements.
  • Support supply chain optimization by reducing unnecessary lead time and improving sourcing efficiency.
  • Coordinate with commercial, project management, engineering, construction, logistics, and site teams to resolve procurement issues.
  • Use ERP and procurement systems to maintain accurate purchasing records and order status.
  • Apply structured procurement analysis when evaluating complex supplier proposals.
  • Support continuous improvement in procurement processes, sourcing methods, and supplier management practices.
Ideal Profile
  • Bachelor 's Degree in Civil Engineering, Construction Management, or a related engineering discipline.
  • Minimum 10-12 years of procurement experience.
  • Strong background in construction material procurement.
  • Proven experience sourcing civil finishing materials and systems.
  • Practical knowledge of aluminium procurement.
  • Strong familiarity with structural and architectural steel procurement.
  • Experience procuring marble, stone, tiles, joinery, and finishing packages.
  • Knowledge of ready mix concrete procurement and supplier coordination.
  • Experience handling subcontract packages for civil and finishing works.
  • Strong background in residential and hotel building materials.
  • Demonstrable overseas and international procurement experience.
  • Able to identify, evaluate, and qualify international suppliers.
  • Strong negotiation skills covering pricing, payment terms, contracts, and delivery conditions.
  • Good understanding of construction drawings, material specifications, and technical submittals.
  • Experience evaluating supplier proposals from both commercial and technical perspectives.
  • Strong understanding of supplier quality and inspection requirements.
  • Familiarity with international logistics and delivery coordination.
  • Able to identify procurement and supply chain risks before they affect project schedules.
  • Strong analytical ability and commercial judgment.
  • Experience conducting procurement market analysis and supplier research.
  • Proficient in Microsoft Office.
  • Familiarity with ERP and procurement software.
  • Previous experience in the Construction or Real Estate Development sector.
  • Fluent English communication is mandatory.
  • Additional language capability is advantageous.
  • Willing to travel internationally for supplier meetings, inspections, and sourcing activities.
  • UAE driving licence is preferred but not mandatory.
  • Able to manage multiple critical procurement packages under demanding project timelines.
