Job summary

WTS Energy seeks a Senior/Lead Proposal Engineer to lead and manage high-value techno-commercial proposals across Oil & Gas, Energy, Infrastructure, and Industrial sectors. The role covers Engineering Consultancy, PMC, FEED, Detailed Engineering, EPCM, and EPC opportunities, guiding from RFQ to submission.

Responsibilities include coordinating multi-discipline inputs, conducting bid/no-bid assessments, and ensuring governance and risk management throughout the bid lifecycle.

Qualifications

• Bachelor's Degree in Engineering.
• 10–12 years of experience in Proposal Engineering, Bid Management, Tendering, Estimation, or Commercial Proposal Development.
• Proven experience in Engineering Consultancy, PMC, FEED, Detailed Engineering, EPCM, or EPC proposal development.

• Lead the entire proposal lifecycle from RFQ/RFP/ITT through final submission and post-bid clarifications.
• Manage multiple concurrent proposals for Engineering Consultancy, FEED, Detailed Engineering, PMC, EPCM, and EPC projects.
• Develop Bid Synopsis documents outlining scope, execution strategy, commercial opportunities, technical risks, assumptions, and win themes.
• Lead Bid/No-Bid assessments and support management decision-making processes.
• Facilitate proposal kick‑off meetings and ensure alignment of all stakeholders throughout the bid process.
• Coordinate engineering, project controls, procurement, estimation, commercial, and business development inputs.

The Senior / Lead Proposal Engineer is responsible for leading and managing the preparation of high-value techno-commercial proposals for Engineering Consultancy, PMC, FEED, Detailed Engineering, EPCM, and EPC opportunities across the Oil & Gas, Energy, Infrastructure, and Industrial sectors.

Key Responsibilities

Proposal Leadership & Bid Management

• Lead the entire proposal lifecycle from receipt of RFQ/RFP/ITT through final submission and post-bid clarifications.
• Manage multiple concurrent proposals for Engineering Consultancy, FEED, Detailed
• Engineering, PMC, EPCM, and EPC projects.
• Develop Bid Synopsis documents outlining scope, execution strategy, commercial opportunities, technical risks, assumptions, and win themes.
• Lead Bid/No-Bid assessments and support management decision-making processes.
• Facilitate proposal kick‑off meetings and ensure alignment of all stakeholders throughout the bid process.

Engineering Consultancy / EPCM Proposal Development

• Lead the preparation of proposals for Engineering Consultancy, Concept Studies, Pre‑FEED, FEED, Detailed Engineering, PMC, EPCM, and EPC services.
• Review client tender documents, engineering scopes, technical specifications, schedules, and contractual requirements.
• Coordinate engineering, project controls, procurement, estimation, commercial, and business development inputs.

Estimating & Commercial Management

• Coordinate the development of engineering man‑hour estimates, CTRs, cost build‑ups, and pricing models.
• Support preparation of Estimate Basis Memorandums (EBMs) and commercial bid documentation.
• Review vendor and subcontractor quotations for technical compliance and commercial competitiveness.

Risk, Strategy & Tender Governance

• Develop and maintain Bid Risk Registers.
• Support development of proposal strategies, capture plans, and win plans.
• Ensure compliance with company Tender Governance Procedures and client requirements.

Qualifications & Experience

• Bachelor's Degree in Engineering.
• Minimum 10–12 years of experience in Proposal Engineering, Bid Management, Tendering, Estimation, or Commercial Proposal Development.
• Proven experience in Engineering Consultancy, PMC, FEED, Detailed Engineering, EPCM, or EPC proposal development.
