Key Responsibilities
- Monitor daily plant discharges including flaring, atmospheric emissions, and liquid effluent releases and report deviations with corrective recommendations.
- Evaluate plant environmental performance against approved limits, operating procedures, environmental requirements, and management objectives.
- Implement and maintain environmental management system requirements in accordance with ISO 14001 standards.
- Provide professional advice on environmental risks involving air emissions, noise, hazardous materials, waste, effluent quality, and other operational impacts.
- Establish and review methods for calculating and quantifying flaring and atmospheric emissions.
- Support development of measurement systems, monitoring tools, databases, and software used for emissions and flaring performance tracking.
- Review environmental data generated for daily, monthly, and annual reporting and verify its accuracy before management submission.
- Plan and coordinate ambient air quality monitoring and source emission testing programs.
- Identify significant airborne contaminants and recommend appropriate sampling methods, instrumentation, and monitoring equipment.
- Supervise environmental sampling activities and train field personnel in proper environmental monitoring and protection practices.
- Contribute technical input to environmental plans, annual budgets, scopes of work, and improvement programs.
- Support preparation of sustainability reports by providing verified environmental performance information and operational data.
- Advise operating departments on hazardous and non-hazardous waste management practices and prepare annual waste projections.
- Coordinate with relevant departments to improve waste segregation, storage, handling, transport, treatment, and disposal activities.
- Provide technical guidance on effluent treatment, sampling, laboratory analysis, and discharge quality requirements.
- Review operating processes and plant performance to identify environmental or reliability issues requiring corrective engineering action.
- Lead or participate in HAZOP studies, HSE reviews, integrity assessments, technical risk studies, and operational evaluations.
- Review plant trip analyses, process incidents, operational failures, and investigation reports to identify underlying causes.
- Recommend corrective and preventive actions following operational incidents, environmental deviations, or recurring process problems.
- Coordinate operations support during major plant shutdowns and overhauls, including shutdown preparation, catalyst replacement, equipment inspections, and restart activities.
- Contribute operational input to overhaul reports and assist plant teams during start-up and stabilization following major maintenance.
- Liaise with internal and external operating organizations regarding gas supply, technical interfaces, operating constraints, and related process matters.
- Coordinate with Process Engineering teams, specialist consultants, licensors, and vendors when addressing complex or recurring plant issues.
- Review daily flaring profiles and develop practical actions to minimize unnecessary hydrocarbon flaring.
- Assess project packages, implementation schedules, technical changes, and expenditure phasing from an operations and environmental perspective.
- Identify plant improvement opportunities that can improve operating cost, equipment availability, process reliability, and environmental performance.
- Conduct plant performance analysis and support failure investigations affecting process units and critical operating systems.
- Advise Maintenance, Engineering, and other technical divisions on complex operational and environmental matters.
- Participate as a subject matter expert in technical assessment and GAP analysis panels used for employee development or promotion evaluations.
- Coordinate work activities across assigned plant areas to maintain alignment between operations, maintenance, engineering, and HSE teams.
- Assist shift teams during emergency situations in accordance with approved Emergency Response Procedures, including safe plant isolation and restoration.
- Monitor operating units and equipment condition with particular attention to safe performance, emissions reduction, and flaring minimization.
- Guide shift operating crews in applying HSE management systems, processes, controls, and safe operating practices.
- Promote HSE awareness and ensure operating activities conducted by internal teams and contractors meet established safety expectations.
- Monitor compliance with operational and asset management systems including AIPS, HSECES, RCM, DGS, MOC, and associated documentation requirements.
- Review shortcomings identified through management systems and ensure follow-up actions are properly documented and closed.
- Support effective use of Connected Worker Systems and initiate corrective actions based on field monitoring information.
- Participate in employee performance reviews, technical interviews, competency assessments, and development activities.
- Maintain detailed operational logs covering significant plant conditions, environmental events, abnormalities, decisions, and corrective actions.
Ideal Profile
- Bachelor Degree in Chemical Engineering, Petrochemical Engineering, Mechanical Engineering, or an equivalent recognized engineering discipline.
- Minimum 8 years of relevant experience within oil refining, gas processing, petrochemical, or comparable continuous-process operations.
- At least 3 years of experience in a senior supervisory capacity.
- Strong practical experience with Distributed Control Systems and complex process plant operations.
- Thorough understanding of operating instructions, standing procedures, plant limitations, and emergency requirements for assigned process areas.
- Experience in environmental monitoring, emissions management, flaring control, effluent management, and industrial waste practices.
- Working knowledge of ISO 14001 environmental management systems and associated compliance requirements.
- Strong analytical capability for investigating plant performance, failures, environmental deviations, and process abnormalities.
- Experience participating in HAZOP, HAZID, risk assessments, root cause investigations, integrity reviews, and operational safety studies.
- Proven ability to coordinate shutdowns, overhauls, start-ups, and major operational support activities.
- Good IT capability for environmental data analysis, technical reporting, monitoring systems, and operational applications.
- Strong communication and coordination skills for working with operations, maintenance, engineering, HSE teams, consultants, vendors, and external stakeholders.
- Good written and spoken English.
- Lead Auditor certification for ISO 50001 or ISO-BMS is preferred where applicable.
- Advanced Process Simulation or Modelling capability using ASPEN HYSYS is advantageous.
- Certified HAZOP Leader qualification is desirable.
- RCA or SIL Facilitator certification is advantageous.
- Additional certification in decision making, risk analysis, HAZOP, or HAZID is beneficial.
