HSE Engineer - Plant Operations in Abu Dhabi is an opportunity for an experienced safety professional with strong expertise in HSE monitoring, plant safety inspections, risk assessment, HSE management systems, incident prevention, safety training and operational compliance. The role supports ADNOC Group by ensuring that plant operations, equipment, personnel and assets operate safely in accordance with approved HSE standards, procedures, ADNOC Code of Practices and applicable regulatory requirements.

Role Context

Act as a key focal point for HSE management system implementation across assigned plant areas and operational assets. Monitor HSE performance, review inspection activities, support incident resolution, participate in risk studies, facilitate HSE training and recommend improvements to reduce operational hazards.

Key Responsibilities

• Monitor HSE performance and site practices to ensure plant operations and assets are managed safely and in line with approved HSE standards, policies and procedures.
• Act as a focal point for HSE management system implementation and provide practical support to plant functions, supervisors, engineers, technicians and operational teams.
• Review HSE inspection activities to confirm that equipment, materials, services, products and operational items meet safety standards before further processing or use.
• Ensure inspection coverage is sufficient, properly documented and focused on the risks associated with plant activities and asset operations.
• Review reports, feedback and inputs from technical, project, quality, operations and maintenance teams to ensure timely support for HSE-related matters.
• Monitor staff compliance with HSE requirements and participate in complex or high-impact inspections involving equipment installation, facility start‑up, loading, off‑loading, shutdowns and critical operational activities.
• Serve as the first point of contact for safety, health and environmental matters related to company HSE management systems and ADNOC Code of Practices.
• Support plant personnel by improving communication, awareness and understanding of HSE requirements, safe work practices and operational controls.
• Review purchasing standards to ensure equipment and materials meet applicable safety codes, current technology requirements and company expectations.
• Identify hazardous activities, unsafe conditions and operational risks, then recommend suitable mitigation actions to reduce exposure.
• Support proper handling and disposal of hazardous waste, toxic chemicals and other risk materials in accordance with safety and environmental procedures.
• Monitor safety, environmental and health tools and equipment including personal protective equipment, glassware, instrument spare parts and other safety-related items.
• Recommend preventive maintenance programs and associated procedures to keep safety equipment and installations in optimal operating condition.
• Follow up on safety-related preventive maintenance activities to confirm readiness, reliability and compliance of safety systems.
• Contribute to plant safety programs and ensure the availability of safety manuals, hazardous area instructions, safety materials, publications, posters and awareness resources.
• Identify unsafe working conditions and recommend improvements that enhance plant safety, housekeeping and operational discipline.
• Prepare and update safety inspection checklists and schedules for plant facility surveys, hazard assessments and corrective action follow‑up.
• Lead and participate in HSE-related studies in coordination with HSE technical experts, including HSE Impact Assessment, HAZOP, HAZID, Root Cause Analysis and Risk Assessment.
• Audit, review and assess HSE projects, initiatives and recent updates to ensure sustainable implementation and continuous development.
• Lead housekeeping and environmental activities that support a safer, cleaner and more efficient plant working environment.
• Assess HSE training needs within the assigned area and align training sessions with HSE technical and management teams.
• Conduct and facilitate HSE training programs, safety communications, awareness sessions and practical learning activities for relevant personnel.
• Lead or monitor evacuation drills and emergency exercises to ensure personnel readiness and emergency response preparedness.
• Communicate, educate and advise teams on updates to HSE policies, procedures, practices, technology and operational safety requirements.
• Prepare analysis and reports for routine and non‑routine HSE activities, inspections, drills, incidents, campaigns and improvement programs.
• Provide recommendations and feedback to HSE Technical Function or HSE Advisors to support proper incident resolution and HSE development project implementation.

Ideal Profile

• Bachelor’s Degree in Safety, Industrial Engineering or a related engineering field.
• Minimum 8 years of relevant experience in HSE, plant safety, operational safety, industrial safety or HSE systems.
• At least 3 years of experience as a Safety Engineer or HSE Engineer.
• Experience in the Oil and Energy industry preferred, especially within plant operations, refinery, gas processing, petrochemical, upstream, downstream or heavy industrial environments.
• Practical experience in HSE project implementation, HSE inspection, HSE systems, safety training and awareness sessions.
• Hands‑on experience in risk assessment studies such as TRA, HAZID, HAZOP, PSSR and HSEIA.
• Strong knowledge of HSE procedures, safety inspections, operational risk controls, emergency preparedness and plant safety practices.
• Ability to identify hazards, assess unsafe conditions, recommend control measures and follow up on corrective actions.
• Good understanding of hazardous waste handling, toxic chemical safety, PPE control, safety equipment monitoring and environmental protection practices.
• Experience preparing inspection checklists, HSE reports, routine and non‑routine activity analysis, training materials and safety communication updates.
• Ability to participate in HSE Impact Assessment, Root Cause Analysis, Risk Assessment, HAZOP, HAZID and safety improvement initiatives.
• Strong communication skills with the ability to guide employees, deliver training, support safety campaigns and promote a positive HSE culture.
• Ability to coordinate with operations, maintenance, technical, project, quality, HSE advisory and management teams.
• Professional certifications such as ISO 9001, NEBOSH, NIOSH NPG, ISO 14001, RC or ISO 27000 will be an advantage.
