Context
The Resident Engineer – Stormwater Drainage will lead the supervision and management of critical stormwater drainage and underground infrastructure works within a major Dubai project. The position carries responsibility for project package delivery, construction compliance, contractor performance, technical reviews, HSE leadership, quality control, and coordination with clients, authorities, and multidisciplinary teams.
Key Responsibilities
- Lead delivery of assigned stormwater drainage, microtunneling, sewerage, or infrastructure project packages while monitoring schedule, budget, quality, and performance targets.
- Supervise contractors and ensure construction works are executed according to approved drawings, project specifications, contract requirements, and authority standards.
- Direct and coordinate the supervision team, including engineers and inspectors, during daily inspections and site monitoring activities.
- Ensure full compliance with HSE requirements and promote a disciplined safety-first culture across all project site operations.
- Resolve site issues promptly using sound engineering judgment, clear documentation, and practical coordination with relevant parties.
- Represent the company in client, contractor, consultant, and authority meetings while maintaining professional communication and reporting standards.
- Review and endorse contractor technical submittals, method statements, material approvals, shop drawings, construction drawings, and related project documentation.
- Monitor progress reporting, schedule updates, cost control information, and construction performance to ensure alignment with project objectives.
- Manage scope variations, change requests, claims, and technical issues in coordination with client and contractor representatives.
- Prepare, implement, and monitor the Project Execution Plan, HSE Plan, and Quality Control Plan for assigned packages.
- Review construction programs, technical deliverables, cost estimates, sequencing plans, and progress data for accuracy and completeness.
- Mentor subordinate engineers and inspectors, support performance reviews, and encourage skill development within the supervision team.
- Conduct internal weekly meetings to assess site progress, review risks, track actions, and agree corrective measures.
- Ensure works follow relevant RTA, DM, DEWA, and local authority procedures for stormwater drainage, microtunneling, sewerage, and treatment infrastructure.
- Coordinate with multidisciplinary teams to manage interfaces between civil works, drainage systems, utilities, deep shafts, treatment works, and existing infrastructure.
- Support quality assurance by ensuring inspections, test records, NCRs, approvals, and technical responses are properly managed and closed.
- Maintain strong control over project communication, site documentation, authority coordination, and stakeholder reporting.
- Perform additional project duties as required to support safe, compliant, and successful infrastructure delivery.
Ideal Profile
- Bachelor's Degree in Civil Engineering or a related engineering discipline.
- Master's Degree is preferred.
- Professional Engineering license or Chartership such as CEng, PE, or equivalent is an advantage.
- Minimum 20 years of post-graduate experience in the design and site supervision of major infrastructure projects.
- Strong background in stormwater drainage systems, microtunneling works, deep shaft construction, sewerage networks, and sewage treatment infrastructure.
- Extensive UAE experience is essential, with proven project exposure in Dubai.
- Strong track record with RTA and Dubai Municipality infrastructure projects.
- Experience with Dubai Municipality STP projects or water treatment plant projects is ideal.
- Proven expertise in existing sewerage treatment works in the Emirate of Dubai and regional sewage treatment plant design or construction.
- Comprehensive understanding of Dubai authority procedures and approval processes, including RTA, DM, DEWA, and related local entities.
- Experience managing multidisciplinary supervision teams, contractors, stakeholders, consultants, and authority interfaces.
- Strong ability to review technical submittals, construction programs, project plans, cost estimates, quality plans, and safety documentation.
- Commercial awareness with the ability to manage variations, claims, scope changes, and contractor performance issues.
- Strong leadership, communication, reporting, negotiation, and problem-solving skills.
