Key Responsibilities
- Review inspectors' daily reports for accuracy, completeness, technical clarity, and compliance with project reporting standards.
- Prepare the Engineer's Daily Diary summarizing site activities, progress updates, observations, contractor performance, and concerns.
- Provide general oversight of inspectors’ daily activities, assign tasks, monitor performance, and offer technical guidance.
- Review and approve contractor shop drawings, materials, methods, and technical submissions as delegated by the Resident Engineer.
- Monitor and verify the performance of the contractor's survey team, ensuring accurate setting‑out and field measurements.
- Prepare meeting minutes, technical correspondence, site notes, and formal communication as delegated by the Resident Engineer.
- Coordinate with contractor supervisory staff on work sequence, construction methodology, inspection planning, and schedule compliance.
- Track construction progress against the approved baseline program and highlight delays, risks, or corrective actions.
- Conduct continuous field inspections of work in progress and provide technical consultation to the Resident Engineer and contractor teams.
- Prepare written and verbal reports for the Resident Engineer covering technical, contractual, procedural, and site‑related matters.
- Review and verify as‑built drawings in coordination with inspectors, surveyors, contractors, and documentation teams.
- Ensure site activities comply with approved drawings, project specifications, quality procedures, and HSE standards.
- Identify non‑conformances, initiate corrective action requirements, and follow up until issues are resolved.
- Support the Resident Engineer in reviewing technical submittals, progress reports, construction records, inspection documents, and project correspondence.
- Maintain effective coordination between the supervision team and contractor to resolve site issues efficiently and reduce project disruption.
- Liaise with Dubai authorities (RTA, DM, DEWA, Etisalat, DU, Civil Defense) for inspections, NOCs, comments, and approvals.
- Review authority‑related drawings and ensure compliance with the latest standards, specifications, and approval requirements.
- Follow up on authority inspection requests and assist in resolving comments, non‑compliance issues, or documentation gaps.
- Ensure timely submission and approval of authority NOCs required for construction, testing, commissioning, and final handover.
- Coordinate with utility service providers for connection works, diversions, utility protection, and existing service interface management.
- Attend authority meetings and provide technical input to support the Resident Engineer during coordination and progress discussions.
- Maintain clear records of authority communications, approvals, inspection outcomes, correspondence, and handover documentation.
Ideal Profile
- Bachelor's Degree in Civil Engineering or related discipline from a recognized university.
- Minimum 10 years of extensive experience in sewage treatment plant projects.
- Hands‑on experience in construction supervision, installation, testing, commissioning, and delivery of STP facilities and associated infrastructure.
- Proven involvement in end‑to‑end STP works, including civil, mechanical, and process-related components.
- Strong understanding of treatment systems, operational requirements, site interfaces, and commissioning expectations in wastewater facilities.
- UAE project experience highly preferred.
- In‑depth knowledge of local authority regulations, approval procedures, inspection requirements, and infrastructure standards related to STP projects.
- Expertise in construction supervision practices, including shop drawing review, material submittal review, inspection and testing procedures, and as‑built documentation.
- Solid understanding of UAE codes, environmental regulations, HSE requirements, and quality standards applicable to wastewater treatment facilities.
- Demonstrated ability to coordinate with contractors, consultants, clients, inspectors, surveyors, and authorities.
- Strong reporting ability with experience preparing daily diaries, site reports, technical correspondence, meeting minutes, and progress updates.
- Ability to identify non‑conformances, support corrective actions, and maintain accurate project documentation.
- Practical knowledge of authority coordination with RTA, DM, DEWA, Etisalat, DU, and Civil Defense.
- Strong communication, leadership, problem‑solving, and coordination skills for active construction environments.
