Job summary

Parsons is seeking a seasoned Quantity Surveyor - Commercial Support in Dubai to manage measurement, valuation, and commercial controls for major infrastructure projects. You will verify progress, prepare interim certificates, and support claims and variations with robust documentation.

Qualifications

Overview

Quantity Surveyor - Commercial Support in Dubai, United Arab Emirates is a Civil Engineering hiring opportunity focused on infrastructure measurement, payment certification, variation assessment, claims support, cost reporting, and contract administration.

Role Context

The Quantity Surveyor - Commercial Support will manage daily measurement and valuation activities while maintaining accurate contractual and financial records. The role will verify completed works, assess contractor payment applications, support variation and claim reviews, and monitor commercial exposure throughout project delivery. Working closely with the Senior Quantity Surveyor, Resident Engineer, contractor representatives, site engineers, inspectors, planners, and design teams, the Quantity Surveyor will help ensure that payments reflect verified progress and that commercial decisions are supported by complete and traceable documentation.

Key Responsibilities
  • Conduct joint measurement of completed works with the contractor's quantity surveying team.
  • Verify quantities included in monthly Interim Payment Applications against approved drawings, bills of quantities, inspection records, and site progress.
  • Apply POMI, CESMM, or the project-approved method of measurement consistently.
  • Prepare measurement sheets, valuation summaries, and Interim Payment Certificates.
  • Measure roadworks, structures, utilities, drainage, and associated infrastructure activities.
  • Confirm that completed works have achieved the required inspection and quality status before valuation.
  • Assist with the commercial evaluation of variation submissions, site instructions, and engineer's instructions.
  • Prepare detailed quantity take-offs, cost estimates, and rate build-ups for changed or additional work.
  • Review proposed rates against contract prices, quotations, labor inputs, materials, equipment, and relevant market information.
  • Maintain the Variation Register and ensure supporting records remain complete and current.
  • Coordinate with the contractor's quantity surveyor to clarify disputed measurements and pricing matters.
  • Assist in reviewing contractor claims for additional payment and Extension of Time.
  • Compile contemporaneous records, site diaries, correspondence, instructions, and progress information for claim assessments.
  • Prepare draft commercial analyses and responses for review by the Senior Quantity Surveyor.
  • Maintain trackers for BOQ utilization, provisional sums, prime cost items, contingencies, and dayworks.
  • Support preparation of monthly cost reports, cash flow forecasts, and Anticipated Final Cost reports.
  • Identify potential cost overruns, exhausted BOQ items, unsupported expenditure, and emerging commercial risks.
  • Maintain organized records of contractual correspondence, notices, instructions, approvals, and commercial decisions.
  • Monitor contractual notice periods, time bars, submission dates, and response deadlines.
  • Verify that contractor insurance policies, performance bonds, guarantees, and other securities remain valid.
  • Review commercial elements of subcontractor and supplier submissions when required.
  • Cross-check nominated subcontractor payments included in contractor payment applications.
  • Conduct regular site visits to measure and document work in progress.
  • Maintain measurement books, site instruction registers, daywork records, payment logs, and commercial trackers.
  • Coordinate with site engineers and inspectors to verify quantities and completed scope.
  • Support preparation of the Final Account, including variations, claims, adjustments, and quantity reconciliation.
  • Compile schedules, measurement records, and supporting documentation for the Final Statement.
  • Assist with retention release and commercial matters during the Defects Liability Period.
  • Report daily commercial activities, risks, and outstanding actions to the Senior Quantity Surveyor.
  • Attend site measurement meetings, commercial reviews, and project coordination sessions.
  • Prepare weekly and monthly commercial updates for Resident Engineer reports.
Ideal Profile
  • Bachelor's degree in Quantity Surveying, Civil Engineering, Construction Management, or an equivalent discipline.
  • Minimum 10 years of postgraduate experience in quantity surveying and contract administration.
  • At least 7 years of experience on roads, bridges, tunnels, utilities, or comparable infrastructure projects.
  • Minimum 4 years of relevant professional experience in the UAE or wider GCC region.
  • Strong knowledge of POMI, CESMM, SMM7, and recognized infrastructure measurement practices.
  • Familiarity with RTA, Dubai Municipality, and DEWA commercial procedures.
  • Understanding of current Dubai construction rates and market conditions.
  • Demonstrated experience reviewing contractor payment applications and preparing payment certificates.
  • Ability to produce accurate quantity take-offs, valuations, rate analyses, variation assessments, and cost reports.
  • Working knowledge of claims records, contractual notices, time bars, final accounts, retention, bonds, and guarantees.
  • Ability to interpret contract conditions, bills of quantities, engineering drawings, specifications, and site records.
  • Advanced proficiency in Microsoft Excel.
  • Working knowledge of CCS Candy, CostX, and AutoCAD for measurement and take-off activities.
  • Strong technical report writing, commercial documentation, and record-management skills.
  • High numerical accuracy and close attention to contractual detail.
  • Effective written and spoken English communication skills.
  • Ability to coordinate professionally with clients, contractors, consultants, engineers, and inspectors.
