Key Responsibilities
- Carry out joint measurements of completed works with the contractor's quantity surveying team.
- Check quantities included in monthly Interim Payment Applications against approved drawings, bills of quantities, site records, and inspection status.
- Apply POMI, CESMM, or another approved method of measurement consistently.
- Prepare measurement sheets, valuation summaries, and Interim Payment Certificates.
- Measure roads, utilities, drainage, structures, and associated infrastructure works.
- Confirm with engineers and inspectors that completed activities meet the required quality status before valuation.
- Assist in evaluating variation submissions, site instructions, and engineer's instructions.
- Prepare quantity take-offs, cost estimates, and rate build-ups for changed or additional work.
- Review proposed rates using contract prices, quotations, labor inputs, materials, equipment, and market information.
- Maintain an accurate Variation Register with complete supporting documentation.
- Coordinate with the contractor's quantity surveyor to resolve measurement and pricing queries.
- Assist with the review of contractor claims for additional payment and Extension of Time.
- Compile contemporaneous records, site diaries, correspondence, instructions, and progress information for claims assessment.
- Prepare draft commercial analyses and responses for review by the Senior Quantity Surveyor.
- Maintain trackers for BOQ utilization, provisional sums, prime cost items, contingencies, and dayworks.
- Support the preparation of monthly cost reports, cash flow forecasts, and Anticipated Final Cost reports.
- Highlight potential cost overruns, exhausted BOQ provisions, unsupported expenditure, and commercial exposure.
- Maintain organized records of contractual correspondence, notices, approvals, instructions, and payment documentation.
- Track notice periods, time bars, submission dates, and other contractual deadlines.
- Verify that contractor insurance policies, bonds, guarantees, and securities remain valid and properly recorded.
- Review commercial elements of subcontractor and supplier submissions when required.
- Cross-check nominated subcontractor payments included in contractor payment applications.
- Maintain measurement books, site instruction registers, daywork records, payment logs, and commercial schedules.
- Attend site measurement meetings and commercial review meetings.
- Prepare weekly and monthly commercial updates for project and Resident Engineer reports.
- Assist with preparation of the Final Account, including variations, claims, adjustments, and quantity reconciliation.
- Compile supporting schedules, calculations, and records for the Final Statement.
- Support retention release and commercial matters during the Defects Liability Period.
- Report day-to-day commercial issues and outstanding actions to the Senior Quantity Surveyor.
Ideal Profile
- Bachelor's degree in Quantity Surveying, Civil Engineering, Construction Management, or a related discipline.
- Relevant professional experience in quantity surveying and contract administration.
- Practical exposure to roads, utilities, structures, drainage, or major infrastructure projects.
- Strong knowledge of measurement, valuation, payment certification, variations, and commercial reporting.
- Familiarity with POMI, CESMM, and recognized infrastructure measurement standards.
- Understanding of RTA, Dubai Municipality, and DEWA commercial procedures is advantageous.
- Ability to interpret engineering drawings, specifications, bills of quantities, and contract conditions.
- Experience preparing quantity take-offs, rate analyses, payment assessments, and cost reports.
- Working knowledge of claims records, contractual notices, time bars, and final accounts.
- Strong numerical ability, attention to detail, and commercial judgment.
- Proficiency in Microsoft Excel and standard document management tools.
- Familiarity with quantity surveying or take-off software is beneficial.
- Good written and spoken English communication skills.
- Ability to coordinate effectively with contractors, engineers, inspectors, consultants, and client representatives.
- Organized approach to managing multiple commercial tasks and deadlines.
