Qualifications

About the Role

Quality management on a high-rise development extends across every stage of construction. The QA/QC Manager will establish and maintain the quality framework used throughout the project, oversee contractor compliance, verify technical submissions, and ensure that inspections, tests, corrective actions, and quality records support successful project delivery and handover. A significant part of the role involves supervising contractor quality performance while coordinating with consultants, client representatives, specialist laboratories, certification bodies, site engineers, and inspectors.

Key Responsibilities

• Develop, implement, and monitor the Project Quality Management Plan in line with ISO 9001 and applicable client and consultant requirements.
• Review and approve contractor Inspection Test Plans, method statements, and material submittals.
• Lead quality audits, inspections, and site surveillance covering substructure, superstructure, facade, MEP, and finishing works.
• Coordinate Non-Conformance Reports and follow corrective and preventive actions through to closure.
• Oversee material testing and verify compliance with approved specifications and relevant UAE authority requirements.
• Chair quality review meetings with contractors, consultants, and client representatives.
• Maintain complete quality documentation, including QCP records, ITP registers, test certificates, and handover or close-out documentation.
• Review concrete pour requests, reinforcement inspections, and structural quality checkpoints associated with high-rise construction.
• Coordinate with third-party testing laboratories and certification bodies.
• Manage and mentor site QA/QC engineers and inspectors.
• Support snagging, de-snagging, project close-out, and Defects Liability Period quality activities.
• Maintain compliance with applicable requirements from Dubai Municipality, Trakhees, Dubai Civil Defence, and other relevant UAE authorities.

Qualifications and Experience

A Bachelor 's Degree in Civil Engineering is mandatory. Candidates should have at least 15 years of overall QA/QC experience, including a minimum of 5 years in a managerial capacity. Previous experience within a consultancy or supervision firm is required. A proven track record on high-rise tower construction projects in the UAE is mandatory. The original job requirements also specify at least 5 years of work experience in Quality Assurance and at least 5 years of work experience in Quality Control.

Quality Systems and Technical Knowledge

The position requires strong working knowledge of ISO 9001:2015 Quality Management Systems and UAE construction codes. Relevant experience should include contractor quality surveillance, inspection planning, NCR management, materials testing, structural quality checkpoints, construction documentation, and project close-out processes. ISO 9001 Lead Auditor certification is preferred. Candidates should also be proficient with quality-documentation platforms such as Aconex, Autodesk Construction Cloud, or similar systems.
