Role Context
The Program Manager - Network Expansion will support the growth of Amazon Now and its wider operational network across the UAE. The position will own multiple facility launch and expansion initiatives, ensuring every project progresses through feasibility, design, construction, commissioning, readiness testing, and operational handover. The role combines strategic network planning with hands‑on project execution. Daily decisions will influence launch speed, capital efficiency, operational capacity, compliance, customer experience, and Amazon 's ability to scale new delivery capabilities in a strategically important market.
Key Responsibilities
- Lead end-to-end delivery of facility launch, network expansion, and operational growth programs across the UAE.
- Manage projects from early site assessment and requirements definition through design, construction, launch, and handover.
- Develop detailed project plans covering scope, timelines, budgets, resources, dependencies, risks, and accountable owners.
- Create launch schedules and governance mechanisms that provide clear visibility across multiple concurrent initiatives.
- Establish risk-management plans and drive corrective actions when milestones, budgets, quality, or compliance requirements are at risk.
- Partner with operations teams to define facility capacity, workflow, equipment, staffing, and launch‑readiness requirements.
- Work with engineering and construction stakeholders to coordinate technical design, build activity, commissioning and site completion.
- Collaborate with real estate teams on site selection, feasibility, lease requirements, and property-related dependencies.
- Coordinate with finance teams on capital planning, budget approvals, expenditure tracking, forecasting, and financial reporting.
- Partner with procurement teams to source equipment, services, contractors, consultants, and operational supplies.
- Work with technology teams to ensure systems, connectivity, hardware, and technical infrastructure are ready before launch.
- Manage external vendors, developers, consultants, contractors, and service providers throughout the project lifecycle.
- Monitor supplier and contractor performance against agreed scope, schedule, cost, quality, and safety expectations.
- Track project progress through dashboards, metrics, reports, and structured review mechanisms.
- Analyze milestone performance, budget variances, resource constraints, and emerging execution risks.
- Escalate material issues promptly and coordinate recovery plans with the appropriate stakeholders.
- Maintain clear stakeholder communication regarding milestones, dependencies, financial status, risks, and launch readiness.
- Prepare executive updates, project reviews, decision papers, and recommendations for senior leadership.
- Conduct site visits and project audits to verify construction progress, quality, compliance, and operational readiness.
- Confirm that safety, technical, regulatory and operational standards are satisfied before facility handover.
- Coordinate readiness reviews covering people, process, equipment, technology, inventory, training and vendor support.
- Ensure outstanding launch issues are documented, assigned, prioritized, and resolved within agreed timelines.
- Drive process standardization across facility launches and expansion programs.
- Identify opportunities to shorten launch timelines, reduce costs, eliminate waste, and improve repeatability.
- Build scalable templates, dashboards, tools, playbooks, and operating mechanisms for future expansion projects.
- Support long‑term network planning, capital forecasting, resource planning, and growth strategy development.
- Lead cross‑functional project teams while managing competing priorities and changing business requirements.
Ideal Profile
- Bachelor 's degree in business intelligence, finance, engineering, statistics, computer science, mathematics, or another quantitative field.
- Minimum 5 years of program management or project management experience.
- At least 3 years of experience delivering complex cross‑functional projects.
- Experience defining program requirements and using data and metrics to identify improvements.
- Strong project‑management capability covering resource planning, scheduling, status reporting, prioritization, and risk management.
- Demonstrated experience managing several projects or workstreams simultaneously.
- Ability to lead initiatives from initial planning through execution, launch, and performance review.
- Strong analytical skills with the ability to interpret project, operational, and financial data.
- Experience working with operations, engineering, finance, procurement, technology, construction, or real estate teams.
- Strong stakeholder‑management skills across different functions and levels of seniority.
- Ability to influence project outcomes without relying on direct reporting authority.
- Experience managing external vendors, consultants, contractors, or service providers.
- Strong written communication skills for project documents, governance reports, and executive updates.
- Ability to work independently in a fast‑moving environment with evolving priorities.
