Manager - Regulatory Compliance in Dubai, United Arab Emirates is a Package‑Freight Delivery opportunity responsible for maintaining engineering, building, and operational compliance across Amazon Now facilities in the UAE. The role will manage regulatory due diligence, permit acquisition, renewals, technical reviews, audits, and compliance controls throughout the full project lifecycle. The successful candidate will interpret complex regulatory requirements, review engineering documentation, and coordinate with government authorities, consultants, contractors, and internal business teams. This position requires sound judgment, structured program management, and the ability to establish scalable compliance mechanisms as Amazon Now expands its rapid‑delivery infrastructure.
Key Responsibilities
- Manage engineering and regulatory compliance throughout project initiation, design, construction, commissioning, launch, and operational phases.
- Develop compliance frameworks aligned with UAE building codes, engineering standards, permit requirements, and local authority regulations.
- Conduct regulatory due diligence for proposed Amazon Now sites and engineering projects.
- Identify permit, approval, licensing, and certification requirements before project execution begins.
- Coordinate the submission, tracking, acquisition, and renewal of permits and technical approvals.
- Maintain a complete register of regulatory obligations, approval conditions, expiry dates, and responsible stakeholders.
- Review technical drawings, specifications, calculations, and engineering proposals for regulatory conformity.
- Assess architectural, mechanical, electrical, plumbing, fire‑safety, and other technical solutions where relevant to site compliance.
- Identify non‑compliant design elements and work with technical teams to develop acceptable corrective solutions.
- Provide practical guidance to engineering, construction, operations, real estate, and project‑management stakeholders.
- Establish standard compliance protocols, review checklists, approval workflows, and escalation mechanisms.
- Build scalable controls that can be applied consistently across multiple Amazon Now facilities.
- Monitor regulatory changes and evaluate their impact on active projects and operating sites.
- Coordinate with government authorities, municipalities, civil defense entities, consultants, and other regulatory bodies.
- Maintain constructive relationships with external authorities responsible for technical approvals and operational compliance.
- Represent compliance requirements clearly during authority meetings, project reviews, and technical discussions.
- Plan and manage internal and external technical compliance audits.
- Coordinate assessments with engineering, legal, operations, safety, construction, and other cross‑functional teams.
- Document audit findings, classify risks, and assign corrective actions with clear owners and completion dates.
- Track remediation activity and verify that identified compliance gaps have been resolved.
- Investigate recurring compliance failures and determine their underlying process or control weaknesses.
- Improve compliance systems through root‑cause analysis, lessons learned, automation, and standardised reporting.
- Use data and metrics to monitor permit status, audit findings, recurring risks, and corrective‑action performance.
- Prepare concise reports for senior leadership covering compliance status, project risks, regulatory dependencies, and recommended actions.
- Handle confidential technical, legal, commercial, and regulatory information with appropriate discretion.
- Support continuous operational compliance after facilities become active.
Ideal Profile
- Bachelor's degree in engineering, construction management, law, risk management, business administration, or a related discipline is preferred.
- At least 5 years of experience in compliance program management, governance, legal compliance, audit, risk management, loss prevention, or an equivalent field.
- Minimum 5 years of program or project management experience.
- Experience managing compliance requirements across engineering, construction, facilities, or operational projects.
- Strong understanding of regulatory due diligence, authority approvals, permits, renewals, and technical documentation.
- Ability to interpret technical drawings, engineering proposals, and regulatory standards.
- Experience working with government authorities, consultants, contractors, and cross‑functional business teams.
- Demonstrated ability to establish compliance frameworks, controls, checklists, and governance mechanisms.
- Strong judgment when managing unclear, evolving, or conflicting regulatory requirements.
- Experience handling confidential and commercially sensitive information.
- Ability to identify material risks and communicate them clearly to technical and senior business stakeholders.
- Strong written documentation skills for compliance reports, audit findings, procedures, and leadership updates.
- Experience defining program requirements and using metrics to improve performance is preferred.
- At least 3 years of experience using data to monitor programs and drive corrective improvements is advantageous.
- Professional auditing, risk, governance, or compliance certification is preferred.
- Strong organisational skills with the ability to manage multiple sites, permits, audits, and project deadlines.
- Comfortable working independently in a fast‑moving and ambiguous environment.
