Role Context

The Planning Engineer will strengthen project control across complex road and infrastructure packages by maintaining reliable schedules, monitoring critical activities, evaluating programme changes, and providing clear visibility of emerging delay risks. The position requires detailed coordination with contractors, the Employer, the Client, consultants, and multidisciplinary engineering teams. Accurate schedule analysis and well-supported contractual records will help management make informed decisions on progress, mitigation, claims, and completion strategy.

Key Responsibilities
  • Review contractor baseline programmes and assess their compliance with contract requirements and approved planning practices.
  • Provide recommendations regarding acceptance of submitted schedules.
  • Verify that planned manpower, equipment, and other project resources are compatible with required completion dates.
  • Develop integrated master schedules covering roads, bridges, utilities, and related infrastructure packages.
  • Map interdependencies between multiple contracts and assess the effect of one programme on another.
  • Review updated schedules and verify reported planning and progress information.
  • Identify slippage, critical activities, potential delays, and threats to interim or final milestones.
  • Recommend recovery measures, mitigation actions, and revised sequencing where programme performance is at risk.
  • Conduct what-if analysis for variations, changes, constraints, and potential project events.
  • Quantify anticipated time impacts before major instructions or contractual decisions are issued.
  • Prepare periodic progress reports, monthly programme reviews, and schedule-based management recommendations.
  • Develop presentations showing progress against interim milestones, major milestones, and forecast completion dates.
  • Assess Extension of Time and disruption claims in detail.
  • Apply Time Impact Analysis, window analysis, and other recognized delay analysis techniques.
  • Evaluate concurrent delay and examine whether contractor-caused delay overlaps with other project events.
  • Review contractor notices and detailed particulars using programme data, construction logic, and applicable contractual provisions.
  • Prepare reasoned responses to delay-related submissions and contractual correspondence.
  • Coordinate directly with contractors and the Employer to resolve planning and scheduling issues.
  • Work with the Client to finalize contractor programmes, reports, and claims-related submissions.
  • Attend kick-off, technical, service coordination, and progress review meetings.
  • Provide planning input during meetings and prepare concise records of key programme discussions and actions.
  • Establish trackers and logs for critical issues arising during design and construction.
  • Agree progress measurement systems and key performance indicators with consultants and contractors.
  • Monitor performance against approved progress measurement criteria.
  • Maintain complete contemporary project records to support schedule reviews, claims analysis, and contractual decisions.
  • Prepare or support delay notices relating to contractor culpable delay.
  • Issue or contribute to slow-performance correspondence where actual progress falls behind the approved schedule.
  • Interface with multidisciplinary professionals and present programme status clearly to project management.
Ideal Profile

Candidates should hold a Bachelor 's degree in Civil Engineering, Construction Management, or a related discipline from a recognized institution. A minimum of 8 years of professional experience is required in project planning and scheduling. Applicants should have relevant experience on roads, bridges, utilities, and general infrastructure projects. Previous Gulf region experience is preferred. Candidates should possess a strong practical understanding of construction sequencing, infrastructure interfaces, contractor coordination, and programme dependencies. Advanced proficiency in Primavera P6 is required. Applicants should be comfortable reviewing baseline programmes, progress updates, recovery schedules, critical paths, and resource information. Practical experience with delay analysis, Extension of Time assessment, Time Impact Analysis, window analysis, and concurrent delay review is highly valuable. Candidates should understand contractual and commercial implications associated with variations, delayed performance, and schedule-related claims. Strong written and spoken English is required. A thorough understanding of construction industry practices, relevant regulations, and project control standards is expected.
