Responsibilities
- Review contractor baseline schedules and provide Engineer’s consent in line with contract conditions and approved planning practices
- Validate the compatibility of project resources, sequencing, logic, and timelines to support timely project completion
- Develop and maintain a master schedule integrating multiple infrastructure packages and reflecting package interdependencies
- Identify schedule interfaces between utilities, roads, landscape, structures, and community development work packages
- Review updated schedules and progress schedules to evaluate planning accuracy, progress status, and completion forecasts
- Identify potential areas of delay, slippage, critical events, and schedule risks affecting project milestones
- Recommend mitigation measures, recovery strategies, and corrective actions to maintain project progress
- Perform what‑if analysis to assess the time impact of changes, variations, and potential events at an early stage
- Provide alternative courses of action and planning advice before instructions are issued to contractors
- Prepare regular progress reports, monthly reports, program analysis, recommendations, and milestone status updates
- Prepare presentations showing work progress against interim milestones, major milestones, and approved project targets
- Assess contractor claims related to Extension of Time, disruption, delay, and other time‑related matters
- Apply delay analysis methodologies such as time impact analysis and window analysis
- Analyze concurrent delay issues using programming data, construction records, contractual provisions, and sound planning logic
- Coordinate with contractors and the Employer to resolve planning, scheduling, and program control concerns
- Work with the client to finalize contractor programs, progress reports, schedule submissions, and claims documentation
- Attend kickoff meetings, technical meetings, service coordination meetings, progress reviews, and planning discussions
- Provide meaningful planning input during meetings and prepare concise, accurate minutes when required
- Prepare trackers and logs to monitor critical design and construction issues throughout the project lifecycle
- Agree on progress measurement systems and key indicators with consultants and contractors for monitoring purposes
- Communicate schedule analysis, delay concerns, and planning recommendations clearly to management and project stakeholders
- Prepare reasoned responses to contractor notices and detailed particulars using schedule data, project records, and contract requirements
- Maintain proper contemporary project records to support progress monitoring, claims review, and delay assessment
- Issue delay notices for contractor culpable delay and prepare slow performance letters documenting areas behind schedule
- Support project teams with program control, schedule risk visibility, recovery planning, and performance monitoring
Ideal Profile
- Bachelor’s degree in Civil Engineering, Electrical Engineering, Mechanical Engineering, Construction Management, or a related discipline from a recognized institution
- Minimum 10 years of experience in planning and scheduling on infrastructure projects
- Strong experience with utilities, roads, landscape, structures, community development, or similar infrastructure work packages
- Gulf region project experience is preferred
- Excellent understanding of construction industry practices, interface requirements, sequencing, and coordination challenges
- Proficiency in Primavera P6 is required
- Experience developing baseline schedules, progress updates, master schedules, trackers, logs, and project control reports
- Strong knowledge of delay analysis methods, including time impact analysis and window analysis
- Ability to assess Extension of Time claims, disruption claims, concurrent delay arguments, and contractor notice submissions
- Good understanding of contract conditions, planning obligations, progress measurement systems, and schedule‑related correspondence
- Strong written and oral communication skills for reports, presentations, meeting records, and contractor responses
- Thorough knowledge of industry best practices, project control standards, and relevant regulations
- Ability to work with clients, contractors, consultants, engineers, planners, and management teams
- Detail‑focused approach to record keeping, schedule logic, progress data, and delay documentation
- Strong analytical ability with confidence to identify risk, challenge schedules, and recommend practical recovery measures
