Role Context

The Planning Engineer will provide schedule intelligence and project control across interconnected infrastructure packages within a major community development. The position goes beyond routine progress tracking by testing contractor programs, identifying critical-path threats, modelling the time consequences of changes, and assessing delay claims against contractual and contemporary project records. Accurate schedule analysis will enable the Engineer and Client to make informed decisions before emerging delays affect key milestones or overall completion.

Key Responsibilities
  • Review contractor baseline schedules and provide recommendations regarding acceptance in accordance with contract conditions and established planning practices.
  • Assess whether proposed labor, equipment, and other project resources are compatible with scheduled completion requirements.
  • Develop and maintain an integrated master schedule covering multiple infrastructure and construction packages.
  • Map dependencies between roads, utilities, landscaping, structures, and associated community development works.
  • Evaluate contractor schedule updates and verify the accuracy of reported planning and progress information.
  • Analyze schedule performance to identify emerging delay, slippage, critical activities, and milestone risks.
  • Recommend mitigation measures and corrective actions where actual or forecast progress falls behind approved programs.
  • Perform what-if schedule analysis to determine the potential time consequences of changes, variations, and anticipated events.
  • Evaluate alternative sequencing or mitigation options before project instructions are finalized.
  • Prepare periodic and monthly progress reports supported by schedule analysis, forecasts, and actionable recommendations.
  • Develop management presentations showing actual progress against interim milestones, major milestones, and contractual completion dates.
  • Carry out detailed assessments of Extension of Time, disruption, and other schedule-related claims.
  • Apply recognized delay analysis techniques including Time Impact Analysis and Window Analysis.
  • Examine concurrency and determine whether contractor-caused delays overlap with other delaying events.
  • Prepare reasoned responses to contractor notices and detailed particulars using schedule evidence, construction logic, and relevant contractual provisions.
  • Coordinate directly with contractors and the Employer to resolve planning, sequencing, and scheduling issues.
  • Work with the Client to finalize contractor programs, periodic reports, schedule submissions, and claims assessments.
  • Attend kick-off, technical, service coordination, and progress review meetings and provide planning input where required.
  • Prepare clear minutes capturing schedule decisions, responsibilities, deadlines, and outstanding actions.
  • Establish trackers and logs for critical design and construction issues that may influence project delivery.
  • Agree progress measurement systems and key performance indicators with consultants and contractors.
  • Monitor project performance using approved progress measurement methodologies.
  • Maintain organized contemporary records supporting schedule analysis, contractual correspondence, and future claim assessments.
  • Issue or support preparation of delay notices and slow-performance correspondence where contractor progress is attributable to culpable delay.
  • Present schedule findings and project control recommendations clearly to management and multidisciplinary stakeholders.
