The Planning Engineer - Infrastructure Scheduling will provide schedule control and programme analysis throughout the delivery of complex civil infrastructure works. The position links construction, design, procurement, commercial, and authority activities into an integrated project programme, allowing management to understand actual progress, critical path movement, emerging delays, and recovery requirements. Accurate planning input will be essential for protecting contractual milestones and supporting timely infrastructure delivery.
Key Responsibilities
- Develop, update, and manage baseline, revised, recovery, and master project programmes using Primavera P6 or equivalent planning systems.
- Structure project schedules in accordance with approved work breakdown structures, contractual requirements, and RTA specifications.
- Track actual progress against approved baselines and identify activities affecting contractual milestones or the critical path.
- Perform schedule risk analysis and evaluate potential programme exposure before delays become critical.
- Conduct time impact analysis to determine the effect of changes, disruptions, and delayed activities on project completion.
- Review contractor programmes, schedule updates, method statements, and planning submissions for completeness and contractual compliance.
- Evaluate sequencing, logic links, resource assumptions, phasing, and milestone achievement within contractor schedules.
- Coordinate programme requirements relating to traffic staging, sectional handovers, NOCs, permits, and traffic diversion approvals.
- Prepare detailed look-ahead schedules covering upcoming construction, design, procurement, and authority activities.
- Produce weekly and monthly progress reports supported by schedule analysis, milestone status, and critical activity information.
- Prepare and assess Extension of Time claims using programme evidence, delay narratives, and supporting project records.
- Develop mitigation and recovery strategies for delayed activities and monitor implementation of agreed corrective measures.
- Track procurement schedules and long-lead materials to identify potential impacts on construction sequencing.
- Highlight schedule bottlenecks and provide planning recommendations to the Project Manager and senior project team.
- Participate in weekly and monthly planning meetings with contractors, consultants, clients, and project stakeholders.
- Coordinate schedule information across construction, design, procurement, commercial, and contract administration teams.
- Maintain organized programme records, progress data, planning narratives, and supporting documentation for contractual reference.
- Contribute to improvements in planning processes, reporting methods, schedule controls, and project forecasting.
Ideal Profile
- Bachelor 's degree in Civil Engineering or a closely related discipline.
- 7-12 years of professional experience in planning engineering, project controls, or construction scheduling.
- Proven planning experience on community infrastructure, transportation, roads, utilities, or comparable civil engineering projects.
- Advanced working knowledge of Primavera P6 or equivalent professional scheduling software.
- Strong understanding of baseline programmes, critical path methodology, schedule updates, and recovery planning.
- Practical experience conducting time impact analysis and schedule risk assessments.
- Demonstrated involvement in preparing or evaluating Extension of Time claims.
- Familiarity with RTA project requirements, contractual milestones, and approval procedures is highly valuable.
- Experience coordinating NOCs, permits, traffic diversions, staging, and phased project handovers is preferred.
- Strong ability to review contractor programmes and identify unrealistic sequencing, missing logic, or programme risks.
- Knowledge of procurement tracking and long-lead item management within construction programmes.
- Professional Engineering certification is required as specified for the position.
- Strong analytical ability with careful attention to programme detail and supporting evidence.
- Confident communication skills for presenting schedule findings to project managers, contractors, consultants, and client representatives.
