Role Context
The Senior Planning Engineer - Project Controls will provide schedule governance and programme analysis throughout the design and construction stages of a major community development project. The role will examine contractor programmes, validate resource deployment, monitor critical milestones, and advise the Engineer and client on schedule performance and emerging delays. The position will also support contractual decision-making by assessing programme changes, preparing delay notices, reviewing claims, and maintaining reliable contemporaneous records. Accurate analysis will help project leadership identify risks early, coordinate interdependent packages, and implement corrective measures before delays affect overall completion.
Key Responsibilities
- Review contractor baseline programmes and recommend acceptance, revision, or rejection in accordance with contract conditions.
- Confirm that submitted schedules follow Parsons recommended planning practices and project-specific requirements.
- Validate planned labor, equipment, materials, and other resources against construction scope and target completion dates.
- Develop and maintain an integrated Master Schedule covering multiple infrastructure and community development packages.
- Map dependencies between roads, utilities, structures, landscaping, and associated construction activities.
- Evaluate updated and progress schedules for accuracy, logic, sequencing, resource loading, and actual achievement.
- Identify critical and near-critical activities, potential slippage, interface constraints, and milestone risks.
- Recommend practical recovery plans, mitigation actions, resequencing measures, and resource adjustments.
- Carry out What-If analysis to determine the likely programme effect of changes, variations, instructions, and potential events.
- Assess alternative implementation scenarios before formal directions are issued to contractors.
- Prepare weekly, monthly, and executive progress reports with schedule analysis and recommended actions.
- Develop presentations showing actual progress against interim milestones, major milestones, and approved completion targets.
- Review contractor Extension of Time, disruption, and delay claims using recognized forensic delay methodologies.
- Perform Time Impact Analysis, Window Analysis, and other appropriate schedule assessment techniques.
- Analyze concurrent delay and distinguish contractor‑responsible delays from excusable or compensable events.
- Review contractor notices and detailed particulars using programme data, construction records, contract provisions, and accepted industry practices.
- Prepare reasoned responses, technical assessments, and recommendations for project management review.
- Coordinate planning and scheduling matters with contractors, consultants, the Employer, and multidisciplinary project teams.
- Work with the client to finalize contractor programmes, progress reports, recovery schedules, and claim assessments.
- Attend kick‑off meetings, technical reviews, service coordination meetings, and progress sessions.
- Provide programme‑related input during meetings and prepare concise minutes and follow‑up actions.
- Establish and maintain trackers for critical design, procurement, construction, testing, and handover issues.
- Agree the Progress Measurement System and key performance indicators with consultants and contractors.
- Monitor physical progress, earned progress, milestone achievement, and forecast completion dates.
- Issue or support delay notices and slow‑performance correspondence when contractor progress falls behind schedule.
- Maintain organized contemporaneous records, programme submissions, approvals, notices, reports, and schedule revisions.
- Coordinate with commercial teams on variations, claims, and the time‑related consequences of scope changes.
- Present schedule status, delay exposure, and recovery recommendations clearly to senior management.
- Support programme controls procedures that improve forecasting, accountability, and timely project delivery.
Ideal Profile
- Bachelor's degree in Civil Engineering, Electrical Engineering, Mechanical Engineering, Construction Management, or a related discipline.
- Minimum 10 years of experience in planning, scheduling, and project controls.
- Strong experience supporting infrastructure and community development projects.
- Practical project exposure covering roads, utilities, landscaping, structures, and associated civil works.
- Previous experience in the Gulf region is preferred.
- Advanced proficiency in Primavera P6.
- Strong capability in baseline programme review, schedule updating, logic analysis, and critical path assessment.
- Demonstrated experience developing integrated Master Schedules for multiple interdependent packages.
- Practical knowledge of resource loading, progress measurement systems, and key performance indicators.
- Experience assessing Extension of Time, disruption, and delay claims.
- Working knowledge of Time Impact Analysis, Window Analysis, and concurrent delay evaluation.
- Ability to prepare contractual schedule responses, delay notices, and slow‑progress correspondence.
- Strong understanding of construction sequencing, interfaces, and multidisciplinary coordination requirements.
- Familiarity with project controls best practices, contract procedures, and infrastructure regulations.
- Ability to interpret technical drawings, construction programmes, progress records, and contractual documents.
- Strong analytical reasoning with the ability to convert scheduling data into clear management advice.
- Excellent written and spoken English communication skills.
