Job summary

Parsons in Abu Dhabi, UAE is seeking a Planning Engineer to support a major infrastructure operations and maintenance project. You will analyze progress updates, identify delays and risks, and prepare regular progress reports and management presentations.

Qualifications

• Bachelor's degree in Civil Engineering or Construction Management.
• Minimum 10 years of planning and scheduling experience on infrastructure projects.
• Experience with infrastructure works such as stormwater, roads, sewerage, and utilities.
• UAE equivalency certificate is mandatory.
• Strong communication and progress reporting capabilities.

Responsibilities

• Review baseline programmes and updates; support Engineer's consent per contract and Parsons practices.
• Assess resource allocation and schedule feasibility to support timely completion.
• Develop and maintain integrated master schedules covering multiple work packages and interfaces.
• Analyse progress updates to identify slippage, delays, critical activities, and time risks.
• Recommend mitigation and recovery measures when performance lags.
• Perform what-if analyses and schedule impact assessments for changes and events.
• Prepare progress reports, monthly analyses, and management presentations against milestones.
• Monitor programme performance and maintain records supporting reporting and assessments.
• Lead or participate in planning/progress meetings and communicate schedule status clearly.

What You 'll Be Doing

• Review contractor baseline programmes and subsequent updates and support the Engineer 's consent in accordance with contract conditions and Parsons practices.
• Assess resource allocation and schedule feasibility to support timely project completion.
• Develop and maintain integrated master schedules covering multiple work packages and interfaces.
• Analyse progress updates to identify schedule slippage, delays, critical activities, and emerging time-related risks.
• Recommend appropriate mitigation and recovery measures when programme performance falls behind plan.
• Perform what-if analysis and schedule impact assessments for changes, variations, and potential project events.
• Prepare regular progress reports, monthly programme analyses, and management presentations against established milestones.
• Monitor programme performance and maintain clear records supporting project reporting and contractual assessments.

Delay Analysis and EOT Support

• Support claims and Extension of Time assessments using appropriate delay analysis techniques.
• Apply methods such as time impact analysis and window analysis where relevant.
• Assess concurrent delay when applicable.
• Use programme information and contractual provisions to support responses to contractor notices.
• Maintain contemporaneous planning records, trackers, logs, and supporting schedule information.
• Support the issue of delay or slow-performance notices when required.

Progress Measurement and Coordination

The Planning Engineer will work with contractors and consultants to establish the progress measurement system and relevant KPIs used for project monitoring. The role will lead or participate in planning and progress meetings, document agreed actions, and maintain visibility of programme performance across multiple packages and interfaces. Clear communication of schedule status, critical events, delays, recovery measures, and milestone performance will be central to the position.
