Job summary

Parsons is seeking a Senior Planning Engineer to lead planning, scheduling and project controls for RTA infrastructure projects in Dubai. The role focuses on Primavera P6 schedules, delay analysis, and programme management across highways, interchanges, bridges and utilities.

Ideal candidates will have a minimum of 10 years in planning and scheduling with major infrastructure exposure and strong coordination with contractors and stakeholders.

Qualifications

  • Bachelor's degree in Civil Engineering or Construction Management from a recognized university.
  • Minimum 10 years of professional experience in planning and scheduling, with major infrastructure exposure.
  • Experience in highway construction, interchange development, bridge works, underpasses, utility infrastructure, and road improvement projects.

Responsibilities

  • Review contractor baseline programmes and assess compliance with contract requirements and approved planning practices.
  • Evaluate whether proposed manpower, equipment, materials, and other resources are sufficient to achieve planned completion dates.
  • Develop and maintain integrated master schedules covering multiple infrastructure packages and their interdependencies.
  • Identify potential programme risks, conflicts, interfaces, and constraints and record significant matters within the Project Risk Register.
  • Review updated and progress schedules to verify reported planning information and actual project status.
  • Identify slippage, critical path concerns, delayed activities, and milestone risks.
  • Develop mitigation measures, corrective actions, and robust recovery plans where contractor progress falls behind schedule.
  • Prepare monthly and periodic progress reports with programme analysis, forecasts, recommendations, and milestone status.

Role Context

The Senior Planning Engineer will provide programme leadership across complex infrastructure packages where schedule integration, contractor performance, risk visibility, and contractual time management are critical to delivery. The role will support major RTA developments by reviewing baseline programmes, integrating package schedules, assessing progress updates, and identifying emerging delays before they affect key milestones. The position will also play an important role in claims assessment, schedule recovery, risk management, and contractor communication. By combining Primavera P6 expertise with construction knowledge and contractual awareness, the engineer will help project leadership make informed decisions and maintain stronger control over programme performance.

Key Responsibilities
  • Review contractor baseline programmes and assess compliance with contract requirements and approved planning practices.
  • Evaluate whether proposed manpower, equipment, materials, and other resources are sufficient to achieve planned completion dates.
  • Develop and maintain integrated master schedules covering multiple infrastructure packages and their interdependencies.
  • Identify potential programme risks, conflicts, interfaces, and constraints and record significant matters within the Project Risk Register.
  • Review updated and progress schedules to verify reported planning information and actual project status.
  • Identify slippage, critical path concerns, delayed activities, and milestone risks.
  • Develop mitigation measures, corrective actions, and robust recovery plans where contractor progress falls behind schedule.
  • Conduct What-if analysis to assess the potential time impact of design changes, variations, instructions, and emerging project events.
  • Provide alternative sequencing and recovery options before time-critical decisions are made.
  • Prepare monthly and periodic progress reports with programme analysis, forecasts, recommendations, and milestone status.
  • Produce clear management presentations showing progress against interim and major completion targets.
  • Assess Extension of Time, disruption, and other schedule-related claims using recognized delay analysis techniques.
  • Apply Time Impact Analysis and Window Analysis when evaluating entitlement and programme impact.
  • Assess concurrent delays and determine the extent of contractor-responsible delay using scheduling data and contemporary project records.
  • Coordinate with contractors and the Employer to resolve programme, scheduling, and progress-related issues.
  • Work with the Client to finalize contractor programmes, schedule reports, claims assessments, and related planning submissions.
  • Attend kick-off, technical, service coordination, and progress review meetings and provide informed planning input.
  • Prepare concise minutes and maintain clear records of planning-related decisions and actions.
  • Develop trackers and logs covering critical design and construction issues.
  • Establish Progress Measurement Systems and relevant key performance indicators with consultants and contractors.
  • Prepare reasoned responses to contractor notices based on programme data, construction practices, and contractual provisions.
  • Maintain accurate contemporary records to support progress assessment and contractual evaluations.
  • Prepare delay notices and slow-performance correspondence where contractor progress is demonstrably behind programme.
  • Lead and support one or more planning engineers, providing technical guidance and day-to-day leadership.
  • Coordinate schedule interfaces involving highways, interchanges, bridges, underpasses, utilities, TMS, and related infrastructure works.
Ideal Profile

Candidates should hold a Bachelor 's degree in Civil Engineering or Construction Management from a recognized university or institution. A minimum of 10 years of professional experience in planning and scheduling is required, with substantial exposure to major infrastructure developments.
