Job summary

Parsons Corporation is hiring an experienced planning professional to manage baseline and master schedules, evaluate contractor programs, monitor project progress, assess time impacts, and support timely delivery across roads, utilities, landscaping, structures, and related infrastructure packages.

Key Responsibilities
  • Review contractor baseline schedules and provide recommendations in line with contract requirements and Parsons planning practices.
  • Validate proposed project resources against planned construction activities and completion dates.
  • Develop integrated Master Schedules covering multiple infrastructure packages and their interdependencies.
  • Assess the impact of individual package delays on wider project milestones and completion objectives.
  • Review updated and progress schedules submitted by contractors for completeness and accuracy.
  • Identify potential delays, slippage, critical activities, and emerging schedule risks.
  • Recommend practical mitigation measures and corrective actions to recover lost time.
  • Perform What-If analysis to evaluate potential schedule impacts before changes or instructions are finalized.
  • Assess time implications arising from variations, change events, and other potential project disruptions.
  • Provide alternative scheduling scenarios and advice to project management before contractor instructions are issued.
  • Prepare regular progress reports supported by schedule analysis and clear recommendations.
  • Produce monthly planning reports covering milestones, schedule performance, delays, risks, and recovery actions.
  • Prepare presentations that communicate progress against interim and major project milestones.
  • Perform detailed assessment of Extension of Time and disruption claims.
  • Apply Time Impact Analysis, Window Analysis, and other recognized delay analysis methodologies.
  • Evaluate contractor delay submissions and assess concurrent delay where applicable.
  • Review contractor notices and detailed particulars using programming data, construction logic, and contractual provisions.
  • Prepare reasoned analytical responses to contractor claims and schedule-related correspondence.
  • Coordinate with contractors and the Employer to resolve planning and scheduling issues.
  • Work with the client to finalize contractor programs, progress reports, and schedule-related claims.
  • Participate in kick-off, technical, service coordination, and progress review meetings.
  • Provide planning input during project meetings and prepare clear and concise minutes where required.
  • Develop trackers and logs for critical issues arising during design and construction.
  • Establish and agree Progress Measurement Systems and key indicators with consultants and contractors.
  • Monitor actual progress against the agreed measurement system and approved schedules.
  • Maintain accurate contemporary records supporting project controls and claims assessment.
  • Issue or support delay notices where contractor performance falls behind contractual requirements.
  • Prepare slow-performance correspondence where progress is insufficient against approved schedules.
  • Maintain clear historical records of schedule changes, delays, mitigation actions, and contractor performance.
Ideal Profile

Candidates should hold a bachelor's degree in Civil Engineering, Electrical Engineering, Mechanical Engineering, Construction Management, or a related discipline from a recognized institution. A minimum of seven years of planning and scheduling experience is required on relevant infrastructure projects. Suitable project experience should include utilities, roads, landscaping, structures, community development, or similar multidisciplinary civil works. Experience working on infrastructure and utilities projects in the Gulf region is preferred. Candidates should have a strong understanding of construction processes, interface management, sequencing, and coordination requirements across complex infrastructure packages. Advanced proficiency in Primavera P6 is required. The successful candidate should also understand delay analysis, Extension of Time claims, disruption assessment, progress measurement, and contract-based schedule management. Strong written and spoken communication skills are essential for reporting, presentations, meetings, claims responses, and stakeholder coordination. A thorough understanding of industry best practices, project controls principles, and applicable regulations is required.
