Key Responsibilities
- Review contractor baseline schedules and convey Engineer consent in accordance with contract conditions and recommended practices.
- Validate project resources, programme logic, activity sequencing, and completion timelines to support timely delivery.
- Develop and maintain a master schedule that integrates multiple infrastructure packages and reflects interdependencies.
- Assess how one package, schedule, or activity may affect other elements and highlight related programme risks.
- Evaluate updated schedules, progress schedules, and contractor planning submissions to verify accuracy and completeness.
- Identify potential delays, slippage areas, critical events, and programme risks, then recommend mitigation measures and corrective actions.
- Conduct what‑if analysis to assess time impacts of changes, variations, potential events, and proposed instructions before implementation.
- Prepare regular progress reports, monthly programme analysis, management presentations, milestone updates, and recommendations for timely completion.
- Assess Extension of Time claims, disruption claims, and delay submissions using recognized methodologies including Time Impact Analysis and Window Analysis.
- Analyze concurrent delays and prepare reasoned responses supported by programming data, construction logic, and contractual provisions.
- Discuss and resolve planning and scheduling issues with contractors, employers, consultants, and stakeholders.
- Coordinate with the client to finalize contractor programmes, progress reports, claim responses, and schedule‑related submissions.
- Attend kick‑off meetings, technical meetings, service coordination meetings, progress reviews, and other coordination sessions.
- Prepare concise and accurate minutes of meetings with clear actions, decisions, and planning‑related follow‑up points.
- Create trackers and logs to monitor critical issues during design and construction stages.
- Agree on progress measurement systems and key performance indicators with consultants and contractors.
- Maintain proper contemporary project records, planning data, correspondence, notices, schedule evidence, and supporting documentation.
- Issue delay notices, slow performance letters, and schedule‑related correspondence for contractor culpable delays or underperformance.
Ideal Profile
- Bachelor’s degree in Civil Engineering, Electrical Engineering, Mechanical Engineering, or Construction Management from a recognised institution.
- Minimum 10 years of experience in planning and scheduling for relevant infrastructure projects.
- Strong experience across community development infrastructure, utilities, roads, landscape, structures, or similar civil works.
- Gulf region experience preferred, especially on large infrastructure or mixed‑package development projects.
- Excellent understanding of construction sequencing, interface coordination, contractor programme review, and project control requirements.
- Proficiency in Primavera P6 is required.
- Ability to develop master schedules, assess progress updates, analyse delays, and prepare clear programme reports.
- Experience with Extension of Time assessments, disruption analysis, Time Impact Analysis, Window Analysis, and concurrent delay demonstration.
- Strong knowledge of construction industry best practices, regulations, contract conditions, and project control procedures.
- Good written and oral communication skills with the ability to present planning matters clearly to management and stakeholders.
- Ability to work with contractors, employers, consultants, and multidisciplinary professionals in a complex project environment.
