Role Context
The Planning Engineer will develop and control integrated project programmes covering design, procurement, construction, authority approvals, traffic diversions, testing, and sectional handovers. The position will ensure that schedules remain aligned with contractual requirements, RTA procedures, approved work breakdown structures, and agreed project milestones. By analysing actual progress against approved baselines, the engineer will identify delays early, evaluate their effect on the critical path, and recommend practical mitigation or recovery measures. Accurate schedule reporting will help project managers, clients, contractors, and commercial teams make timely decisions and protect overall delivery objectives.
Key Responsibilities
- Develop detailed baseline, recovery, revised, and master project schedules using Primavera P6 or equivalent planning software.
- Structure programmes according to approved work breakdown structures, contract milestones, and RTA requirements.
- Integrate design, procurement, construction, testing, commissioning, authority approvals, and handover activities into coordinated schedules.
- Review contractor programmes and assess logic, sequencing, durations, resources, constraints, and milestone compliance.
- Monitor actual progress against approved baselines and identify emerging delays or programme slippage.
- Analyse critical and near-critical paths to determine potential impacts on completion dates.
- Perform schedule risk analysis and provide clear findings on programme exposure and delivery confidence.
- Conduct time impact analysis for instructed changes, delayed approvals, access restrictions, and other project events.
- Prepare and evaluate Extension of Time claims using detailed narratives, impacted programmes, records, and supporting evidence.
- Assess contractor planning submissions against contractual milestones, phasing requirements, and key performance indicators.
- Coordinate programme requirements associated with traffic staging, road diversions, interim milestones, and sectional handovers.
- Track no-objection certificates, permits, authority reviews, and traffic diversion approvals within the project programme.
- Develop rolling look-ahead schedules for short-term construction planning and site coordination.
- Prepare weekly and monthly progress reports, programme dashboards, schedule narratives, and milestone updates.
- Present planned versus actual progress using clear data, charts, and supporting analysis.
- Identify delayed activities, procurement constraints, long-lead items, and potential schedule bottlenecks.
- Prepare recovery plans and mitigation programmes with practical sequencing and resource recommendations.
- Monitor implementation of approved recovery actions and report whether targeted progress is being achieved.
- Coordinate planning inputs across construction, design, procurement, commercial, quality, and stakeholder teams.
- Lead weekly and monthly planning meetings and maintain clear records of actions and commitments.
- Provide planning advice to the Project Manager on priorities, sequencing, risks, and decision points.
- Review contractor method statements for consistency with submitted schedules and planned productivity.
- Analyse production rates and assess whether planned output is achievable using available resources.
- Maintain accurate schedule records, revision histories, progress updates, and supporting programme documentation.
- Support project teams with delay records, correspondence, and planning evidence required for contractual assessments.
- Develop programme scenarios to evaluate alternative sequencing and recovery options.
- Promote consistent scheduling standards and contribute to improvements in project controls processes.
- Attend in-person Day 1 onboarding at an AECOM office as a condition of employment.
Ideal Profile
- Bachelor 's degree in Civil Engineering or a closely related discipline.
- Professional Engineering certification is required.
- Minimum 7-12 years of professional experience in planning engineering and construction programme management.
- Advanced proficiency in Primavera P6 or equivalent scheduling software.
- Strong experience developing and maintaining baseline, recovery, revised, and look-ahead programmes.
- Detailed knowledge of RTA specifications, approval processes, and infrastructure construction requirements.
- Proven capability in schedule risk analysis, time impact analysis, delay assessment, and recovery planning.
- Practical experience preparing or evaluating Extension of Time claims.
- Familiarity with traffic staging, project phasing, authority approvals, and sectional handover requirements.
- Experience tracking procurement schedules, long-lead items, and construction bottlenecks.
- Ability to review contractor programmes critically and identify weak logic, unrealistic durations, and missing interfaces.
- Strong understanding of critical path methodology, progress measurement, and schedule forecasting.
- Excellent analytical skills with careful attention to programme data and contractual detail.
- Ability to present complex schedule information clearly to clients, contractors, and senior management.
- Effective stakeholder management and multidisciplinary coordination capability.
- Proficiency in Microsoft Office and relevant project management tools.
