Role Context
The Material Inspector provides site-based quality control over the materials incorporated into road and infrastructure construction. The role begins with verifying approved sources and delivery documentation and continues through sampling, laboratory testing, installation inspection, non-conformance management, and closeout records. Accurate material control helps prevent defective work, reduce rework and wastage, maintain compliance with RTA and local authority requirements, and protect the long-term durability of infrastructure assets.
Key Responsibilities
- Inspect construction materials delivered to site and verify compliance with RTA specifications, approved material submittals, and contractual requirements.
- Check source approvals, supplier documentation, delivery notes, batch certificates, mill certificates, and test reports before materials are accepted.
- Confirm that suppliers, manufacturers, and testing laboratories are approved for the relevant project scope.
- Coordinate laboratory and field testing schedules with the Material Engineer, Site Engineer, contractor, and approved laboratories.
- Verify that materials used for roads, bridges, culverts, drainage systems, utilities, earthworks, and associated infrastructure comply with approved specifications.
- Inspect asphalt paving activities to confirm approved mix materials and required workmanship are being applied.
- Monitor concrete works, earthworks, backfilling, and related civil activities for material compliance and construction quality.
- Check storage, handling, segregation, protection, and preservation of materials to prevent contamination, deterioration, or damage.
- Monitor material usage and quantities to identify misuse, excessive wastage, or unauthorized substitution.
- Review Work Inspection Requests related to materials and civil works and support acceptance or rejection based on inspection findings.
- Maintain accurate material logs, inspection records, test reports, approvals, and traceable QA/QC documentation.
- Identify non-conforming materials and raise appropriate NCRs or site observations in accordance with project procedures.
- Follow up corrective actions and verify that rejected or deficient materials are appropriately resolved.
- Conduct audit inspections against contract documents, approved shop drawings, method statements, and contractor quality plans.
- Support RTA inspections and quality audits by providing documentation, testing records, and relevant site information.
- Verify compliance with Dubai Municipality, RTA, DEWA, and other applicable local authority standards.
- Observe HSE requirements during material sampling, testing, handling, transportation, and inspection activities.
- Report daily material inspection activities, testing progress, approvals, and outstanding issues to the Material Engineer or Resident Engineer.
- Maintain complete records of executed works and material test results for project closeout, as-built documentation, and final handover.
Ideal Profile
- Minimum 5 years of relevant professional experience in the UAE.
- Bachelor 's degree in Civil Engineering or a diploma supported by relevant technical education and appropriate industry experience.
- Valid RTA or Dubai Municipality approval is mandatory.
- Strong practical knowledge of construction materials used in roads, bridges, drainage, utilities, and general civil infrastructure.
- Familiarity with RTA specifications, Dubai Municipality requirements, DEWA standards, and other local authority regulations.
- Experience inspecting soil, aggregates, concrete, asphalt, reinforcement steel, and associated construction materials.
- Understanding of laboratory and field testing procedures and approved Inspection and Test Plans.
- Proven experience reviewing material approvals, test certificates, supplier documentation, and inspection requests.
- Ability to recognize defective, contaminated, damaged, or non-conforming materials before incorporation into permanent works.
- Good understanding of QA/QC procedures, NCR management, corrective actions, and project closeout documentation.
- Capable of coordinating effectively with Material Engineers, Resident Engineers, contractors, laboratories, and authority representatives.
- Strong attention to traceability, documentation accuracy, and inspection records in a regulated infrastructure environment.
