Job summary

Parsons is seeking a Material Inspector – Infrastructure Quality in Dubai to oversee material inspection and testing for civil infrastructure projects. You will verify that materials meet approved sources, manufacturers, and submittals, supervise field sampling, and witness testing in accordance with contractual requirements.

The role requires strong knowledge of construction materials, testing procedures, and documentation practices, with the ability to coordinate with contractors, laboratories

Qualifications

Material Inspector – Infrastructure Quality
Location: Dubai, United Arab Emirates

Salary: 7,000 – 11,000 AED (estimated, confirm with employer)

Key Responsibilities
  • Inspect materials delivered to the project site before approval, storage or installation.
  • Confirm that supplied products match approved manufacturers, sources, samples and material submittals.
  • Supervise field sampling and testing activities for roads, bridges, concrete, utilities and related civil works.
  • Witness laboratory and in‑situ tests performed by contractors or approved third‑party testing organisations.
  • Prepare, identify, label, seal and document samples before laboratory submission.
  • Verify test frequency, sampling locations, chain of custody and supporting records.
  • Coordinate with the responsible Work Inspector to confirm that activities are ready for testing.
  • Discuss questionable materials, failed tests and areas of concern with the inspection and engineering teams.
  • Complete sampling and testing efficiently to avoid unnecessary interruption to contractor operations.
  • Review working drawings, specifications, inspection and test plans and approved method statements.
  • Confirm that testing procedures comply with contractual requirements and recognised technical standards.
  • Inspect concrete materials and witness slump tests, sample preparation, curing and strength testing.
  • Check aggregates, soil, backfill, asphalt, reinforcement, pipes, precast products and other construction materials.
  • Review delivery tickets, batch records, manufacturer certificates, test reports and supplier documentation.
  • Verify that materials are stored correctly and protected from contamination, deterioration or physical damage.
  • Identify and record accepted, rejected, quarantined or conditionally approved materials.
  • Report non‑conforming materials and assist with the preparation of quality observations or non‑conformance records.
  • Monitor corrective actions, replacement materials and repeat testing when required.
  • Review laboratory results and promptly escalated failed, unusual or inconsistent findings.
  • Maintain material registers, inspection records, testing logs, photographs and approval documentation.
  • Support the Senior Work Inspector and Senior Materials Engineer with material review and acceptance activities.
  • Participate in project quality assurance and quality control inspections.
  • Assist with audits of laboratories, batching plants, storage locations and approved suppliers.
  • Confirm that only approved and successfully tested materials are used in permanent construction.
  • Use digital systems and project software to access technical data, maintain records and generate reports.
  • Provide clear daily and periodic updates on material inspections, testing progress and outstanding issues.
  • Carry out other material inspection and quality responsibilities appropriate to the assigned project.
Ideal Profile
  • Technical diploma or degree in construction, materials technology, engineering or a related discipline.
  • Minimum five years of relevant material inspection or construction testing experience for diploma or technical qualification holders; civil engineering graduates should have at least three years of relevant project experience.
  • Practical background in roads, bridges, concrete structures, utilities or infrastructure construction.
  • Strong understanding of construction materials, field sampling, laboratory testing and site inspection procedures.
  • Ability to read and interpret working drawings, technical specifications, inspection plans and method statements.
  • Experience witnessing contractor and third‑party laboratory tests.
  • Knowledge of approved material sources, supplier documentation, certificates and quality records.
  • Ability to enforce project specifications and contract requirements consistently.
  • Familiarity with quality assurance, quality control, non‑conformance reporting and corrective action processes.
  • Strong attention to detail when checking material identity, condition, quantity, source and technical compliance.
  • Full computer literacy with the ability to maintain records and prepare inspection reports.
  • Experience using project‑specific engineering, construction or document management software is advantageous.
  • Good written and spoken English communication skills.
  • Effective interpersonal ability when coordinating with contractors, engineers, laboratories, inspectors and suppliers.
  • Sound judgement and the ability to make timely, objective material inspection decisions.
