- Role focused on leading multi‑market CAPEX and OPEX procurement execution, procurement governance, team capability development, supplier coordination, and operational continuity across the MENA region.
Key Responsibilities
- Oversee day‑to‑day CAPEX and OPEX procurement execution across 4 to 5 assigned markets to maintain service continuity and operational stability.
- Support country teams during peak workload periods, expansion phases, leave coverage, and capability gaps.
- Balance procurement priorities across markets to ensure timely delivery of purchasing activities and business‑critical requirements.
- Act as the main escalation point for operational procurement matters, resolving execution challenges and coordinating with Regional Category Leads when specialist input is required.
- Ensure consistent use of procurement policies, approval standards, trackers, reporting frameworks, and documentation requirements.
- Identify gaps in compliance, documentation, supplier handling, and execution discipline, then implement corrective actions.
- Standardize procurement ways of working across markets to reduce inefficiencies, inconsistencies, rework, and delays.
- Monitor procurement delivery performance, supplier issues, process bottlenecks, and operational risks across assigned countries.
- Manage RFQs, tendering processes, commercial evaluations, contract execution, and supplier negotiations across CAPEX and OPEX categories.
- Design and deliver training programs that improve procurement capability, policy understanding, and cross‑market knowledge sharing.
- Lead onboarding, coaching, and capability development for procurement team members across assigned markets.
- Provide people leadership for country procurement teams, including performance reviews, development planning, mentoring, and structured feedback.
- Collaborate with operations, finance, legal, supply chain, and regional business teams to align procurement execution with business needs.
- Maintain accurate procurement data, operational trackers, supplier records, contract documentation, approvals, and performance reports.
- Support procurement maturity by improving governance standards, team accountability, and operational resilience across the region.
Ideal Profile
- Bachelor's degree in Procurement, Supply Chain, Business Administration, Finance, or a related field.
- Minimum 7 years of experience in procurement and project management.
- At least 3 years of experience in a leadership, people management, or team management role.
- Minimum 4 years of procurement experience within the Middle East or MENA region.
- Strong understanding of supplier markets, regional business practices, procurement regulations, and execution requirements across markets such as UAE, Qatar, Egypt, Bahrain, Kuwait, Iraq, Jordan, and Oman.
- Proven experience managing procurement operations across multiple countries with consistent governance and delivery standards.
- Strong background in operational procurement, including RFQs, tenders, commercial evaluation, contract execution, supplier negotiations, and purchasing controls.
- Experience handling both CAPEX and OPEX procurement categories.
- Demonstrated ability to lead, coach, develop, and performance‑manage procurement teams.
- Strong knowledge of procurement governance, audit requirements, approval workflows, compliance controls, and documentation standards.
- Comfortable working in cross‑functional, fast‑paced environments with operations, finance, legal, supply chain, and commercial stakeholders.
- Proficiency with ERP and procurement systems such as SAP, Oracle, Coupa, or similar platforms.
- Strong analytical, problem‑solving, prioritization, and decision‑making skills.
- Excellent communication skills with the ability to align teams across different countries and functions.
- Highly organized, detail‑focused, and able to maintain accuracy across contracts, approvals, reports, and procurement documentation.
