Job summary

Qualifications

• Bachelor’s or Master’s degree in Quantity Surveying, Cost Management, or related field.
• Professional qualification with a recognized body such as RICS or equivalent.
• Proven experience in cost control, cost management and financial analysis on infrastructure projects.
• Strong proficiency with digital measurement tools and cost planning software.
• Experience with post-contract valuations, variations, and cashflow forecasting.
• Excellent understanding of construction contracts and bills of quantities.
• Strong numerical and analytical skills with ability to interpret complex financial data.
• Excellent written and verbal communication skills; ability to prepare clear cost reports.
• Proven ability to negotiate with vendors and suppliers to maintain cost efficiency.

Responsibilities

• Manage and control project expenditures on behalf of the contracting entity and ensure compliance with contractual principles.
• Develop, implement, and maintain cost management strategies aligned with terms and conditions.
• Monitor and forecast final project costs, review cost forecasts and ensure budget adherence.
• Oversee variations, amendments, and variances including monthly cashflow forecasts.
• Review and approve post-contract valuations, cost reports, variations, and final accounts.
• Prepare and analyze cost reports for stakeholders with transparent budgeting status.
• Support project teams in contractor claims and disputes with cost-focused guidance.
• Review schedules of rates and bills of quantities to support pre-tender estimates and budgets.
• Collaborate with supply chain, contractors, consultants and suppliers for value for money.
• Utilize digital tools to streamline cost management and improve accuracy.
• Escalate cost-control matters to project leadership with transparency.
• Provide expertise on financial implications of identified project risks.
