Qualifications

• 7 years HR experience in UAE, incl. 2+ years in a Managerial/Senior Generalist role
• Master's degree in HR, Law, Business Administration or related field
• HR certification is a strong plus (CIPD/SHRM-CP/PHRi)

Job Summary:

The HR Manager will lead the organization's HR function by partnering with senior management to align workforce planning, organizational development, and talent acquisition with core business objectives. Key responsibilities include managing end-to-end recruitment, performance management, compensation, and employee engagement and retain top talent.

Key Responsibilities:

HR Technology & Systems Development

• Act as HR product owner for our internal systems (recruitment, HR staff, employee management, leave modules), working with the developer team to define requirements, test features, and drive continuous improvement
• Identify manual/inefficient processes for digitization, and own system rollout, training, and troubleshooting

UAE Visa & Immigration Formalities

• Manage the full visa lifecycle (entry permits, employment visas, renewals, cancellations, status changes) along with labour cards, Emirates ID, and related medical/insurance formalities
• Liaise with PROs, typing centres, MOHRE, GDRFA, and relevant authorities across Dubai, Ajman, and Abu Dhabi

UAE Labour Law & Compliance

• Ensure contracts, policies, and procedures comply with UAE Labour Law (Federal Decree-Law No. 33 of 2021), advising management on disciplinary matters, grievances, probation, and terminations
• Manage end-of-service calculations, WPS compliance, and any MOHRE disputes

Recruitment & Talent Acquisition

• Write and own job descriptions and job postings, coordinating with relevant department heads to scope hiring needs and run the right outreach for each role
• Source and screen candidates directly, and engage external recruitment agencies/headhunters where a role calls for it
• Build a pipeline of industry-relevant talent (valuers, surveyors, building consultants) over time, rather than sourcing role-by-role reactively

Full-Cycle HR Operations

• Lead onboarding and offboarding (documentation, system access, exit interviews, clearance, final settlement)
• Design and run retention initiatives (monthly townhalls, engagement, recognition, career development) and oversee leave/attendance via the leave module
• Handle day-to-day employee relations across all three offices, and maintain audit-ready personnel files and HR reporting for management

Experience & Education:

• 7 years progressive HR experience in the UAE, incl. 2+ years as HR Manager or senior HR Generalist
• Direct experience shaping HR systems/HRIS with a dev or IT team
• Master's degree in HR, Law, Business Administration, or related field
• HR certification (CIPD, SHRM-CP, PHRi) a strong plus
• Candidate with law background are preferred

Knowledge & Skills:

• Strong working knowledge of UAE Labour Law and its practical application
• Solid, current knowledge of UAE visa/immigration and labour card processes
• Knowledge of the property/asset valuation, real estate, or building surveying industry — or a genuine willingness to learn it quickly, since several roles you'll hire for are specialist
• Comfortable writing basic system requirements for developers; genuine interest in HR tech
• Proven ability to run recruitment end-to-end, including managing external agency relationships
