Job summary

Confidential Company is seeking an experienced HR Admin Manager to lead the HR and Administration function across the Group in the UAE, Oman and Qatar. You will own the full employee lifecycle for ~800 employees, ensuring payroll, WPS compliance, labour-law adherence and efficient HR operations across GCC jurisdictions.

The role requires a hands-on leader with deep UAE/GCC labour knowledge, strong stakeholder management and proven experience in payroll, recruitment and governmental relations.

Qualifications

• Bachelor's degree in HR Business Administration or related field.
• 8-10 years HR experience including 3-5 years in a managerial role.
• GCC HR experience with UAE Labour Law knowledge.
• Experience managing HR operations for mid-to-large workforce.
• Hands-on payroll, WPS and HRMS systems; SAP HR exposure is a plus.
• Strong leadership and stakeholder-management skills.
• Excellent knowledge of UAE/GCC labour and immigration regulations.
• Proficiency in MS Office and HR/Payroll software.

Responsibilities

• Lead Group-wide HR Admin strategy, policies, procedures and org structure.
• Oversee monthly payroll processing and WPS compliance across entities.
• Manage attendance, leave, gratuity and end-of-service settlements per labour laws.
• Lead complete recruitment lifecycle from planning to onboarding.
• Supervise PRO and government relations including visa processing and labour cards.
• Handle employee relations, grievances, disciplinary matters and investigations.
• Drive performance management, appraisals, training and development.
• Oversee staff accommodation, transport, insurance, assets and admin.
• Maintain HR records, MIS reports and management dashboards.
• Manage relationships with recruitment agencies, vendors, insurers and authorities.
• Lead HR Admin team covering payroll, recruitment, PRO and administration.
