Job summary

Michael Page is seeking a Group HR Operations Manager to lead core HR operations across multiple countries, ensuring consistent standards, controls, and service delivery. You will oversee employee lifecycle management, payroll, benefits, immigration, HR systems, and workforce data governance for a complex international workforce based in Dubai.

The role requires 10+ years of HR operations leadership with cross-country experience, UAE employment law knowledge, and experience supporting

Qualifications

• Minimum 10 years of progressive HR experience with significant HR Operations leadership.
• Experience managing HR operations across multiple countries and legal jurisdictions.
• Strong HR generalist background covering lifecycle, relations, contracts, compliance, payroll, benefits, and systems.
• Experience supporting blue-collar workforces in industrial sectors.
• Strong knowledge of UAE employment legislation, immigration processes, and expatriate administration.

Responsibilities

• Lead end-to-end HR operations across multiple countries, driving consistency, compliance, and service excellence.
• Manage all employee lifecycle processes, including onboarding, contracts, transfers, promotions, and separations.
• Oversee UAE immigration, expatriate employment contracts, international assignments, and related documentation.
• Drive HR governance, policies, procedures, compliance monitoring, and employee relations support.
• Coordinate payroll and benefits administration through local teams, Finance, and external providers.
• Own HR systems, employee master data integrity, reporting, and operational workforce analytics.
• Lead and develop HR Operations, HR Data, Systems, Administration, and PRO resources while influencing territory HR teams.

Experience supporting large blue-collar workforces within industrial, engineering, construction, manufacturing, mining, logistics, heavy equipment, or similar sectors. Strong knowledge of UAE employment legislation, immigration processes, and expatriate workforce administration.
