• Coordinate with Engineering, Procurement, Planning, QS, and Operations for inputs.
• Conduct quantity take-offs and validate BOQs.
• Obtain quotations from subcontractors and suppliers; evaluate offers.
• Analyze project risks and opportunities during bidding.
• Develop value engineering solutions to optimize costs while maintaining quality.

We are seeking an experienced Estimation Manager to lead the tendering and cost estimation function for utilities infrastructure projects across the UAE. The ideal candidate will have extensive experience in preparing competitive bids for large-scale infrastructure projects, including water, sewerage, stormwater, power, district cooling, and telecom networks. The candidate must possess strong commercial acumen, technical knowledge, and the ability to manage multiple tenders within strict deadlines.

Key Responsibilities

• Lead the complete estimation process for utilities infrastructure projects from tender receipt to bid submission.
• Review tender documents, drawings, BOQs, specifications, and contract conditions.
• Prepare accurate cost estimates, pricing strategies, and commercial proposals.
• Coordinate with Engineering, Procurement, Planning, QS, and Operations teams to obtain technical and commercial inputs.
• Conduct quantity take-offs and validate BOQs.
• Obtain quotations from subcontractors and suppliers and evaluate commercial offers.
• Analyze project risks and opportunities during the bidding stage.
• Develop value engineering solutions to optimize project costs while maintaining quality.
• Prepare tender clarifications and participate in pre-bid meetings.
• Ensure compliance with client requirements and company estimation procedures.
• Maintain an updated cost database for materials, labor, equipment, and subcontractors.
• Present bid summaries and recommendations to senior management.
• Support negotiations with clients during post-tender discussions.
