Context

The Design Manager - SCADA ICA provides technical leadership for digital infrastructure and control system design where automation, instrumentation, system architecture, safety logic, testing, commissioning, and stakeholder approvals must be carefully aligned. The role helps ensure that SCADA and ICA solutions meet project specifications, authority requirements, performance expectations, safety standards, and integration needs across mechanical, electrical, MEP, ICT, ITS, civil, and utility interfaces. By leading engineers, reviewing contractor submissions, managing risks, and supporting procurement and commissioning, this position strengthens technical quality and delivery confidence on major Dubai infrastructure projects.

Key Responsibilities
  • Act as the SCADA and ICA technical authority and primary interface with clients, contractors, stakeholders, and authorities during project execution.
  • Resolve complex technical issues related to SCADA, instrumentation, control, automation, and system integration.
  • Lead and manage SCADA and ICA engineering teams, providing technical direction, mentoring, review, and resource coordination.
  • Guide internal engineering resources to achieve project objectives, design milestones, technical quality, and delivery requirements.
  • Lead development, review, and approval of SCADA and ICA system designs, control philosophies, system architectures, Functional Design Specifications, and contractor submissions.
  • Ensure SCADA and ICA designs comply with project specifications, client requirements, authority standards, and relevant industry practices.
  • Review and approve key engineering deliverables including PFDs, P and IDs, I/O schedules, Cause and Effect matrices, interlock diagrams, logic diagrams, Functional Design Specifications, and pressure safety valve sizing where applicable.
  • Lead multidisciplinary coordination across mechanical, electrical, MEP, ICT, ITS, and civil disciplines to ensure proper integration of SCADA and ICA systems.
  • Oversee installation, testing, commissioning, Factory Acceptance Testing, and Site Acceptance Testing of SCADA and ICA systems.
  • Support development of Project Execution Plans, QA and QC plans, and HSE procedures related to SCADA and ICA work scopes.
  • Collaborate with Project Managers and Discipline Leads to develop project budgets, schedules, resource plans, and technical work plans.
  • Manage technical risks, design changes, technical commitments, system performance requirements, and mitigation actions.
  • Lead and participate in HAZOP, HAZID, and other safety reviews to ensure compliance with applicable safety standards and regulatory requirements.
  • Support procurement activities by preparing tender documentation, Bills of Quantities, scope of work documents, and technical specifications.
  • Conduct technical evaluations of vendor submissions, automation systems, control equipment, and related technical proposals.
  • Monitor technical progress, key milestones, project risks, and design deliverables, providing clear reporting and corrective actions where required.
  • Promote technical excellence, innovation, and continuous improvement in SCADA, industrial automation, control systems, and digital infrastructure solutions.
  • Present design solutions clearly to clients, authorities, project teams, and senior stakeholders.
  • Coordinate design review, construction supervision, commissioning, and handover support for SCADA and ICA systems.
  • Maintain strong discipline governance to ensure engineering outputs are accurate, coordinated, compliant, and suitable for project delivery.
Ideal Profile
  • Degree in Electrical Engineering, Instrumentation Engineering, Control Engineering, Systems Engineering, or a related discipline.
  • Minimum 15 years of experience in SCADA system design, SCADA integration, instrumentation and control systems, automation, or ICA engineering.
  • Strong experience on large infrastructure, utilities, water, wastewater, transportation, or smart infrastructure projects.
  • Proven experience in design and delivery of SCADA and ICA projects across multidisciplinary project environments.
  • Strong background in design, design review, construction supervision, commissioning, FAT, SAT, and technical acceptance processes.
  • Previous experience in a lead engineering, discipline management, or design management role.
  • Proficiency in engineering tools and software related to SCADA, ICA, automation, control systems, and digital platforms.
  • Experience with automation software, digital platforms, and control system configuration tools.
  • Confident client-facing professional with the ability to present design solutions, resolve technical concerns, and represent the discipline in meetings.
  • Prior UAE or GCC experience in a similar role is required.
  • Chartered Engineer status or working toward chartership is preferred.
  • PMP certification is an advantage.
  • Knowledge of international standards and best practices in SCADA and ICA systems is preferred.
  • Knowledge of BIM and digital delivery for ICA systems is beneficial.
  • Strong leadership, coordination, communication, reporting, and stakeholder management skills.
  • Ability to manage technical risk, lead design teams, support project budgets, and maintain delivery discipline across multiple interfaces.
