Role Context: The MEP Engineer - Infrastructure Systems will supervise the technical delivery of mechanical, electrical, and electromechanical packages from design review and procurement through installation, testing, commissioning, and handover. The position will help ensure that infrastructure systems are safe, coordinated, maintainable, and compliant with project specifications and Dubai authority requirements. The engineer will work across multidisciplinary interfaces involving civil structures, utilities, electrical power, pumps, controls, firefighting equipment, treatment systems, and supporting infrastructure. Accurate technical coordination will be essential to prevent clashes, control project risks, maintain programme performance, and achieve successful asset acceptance.
Key Responsibilities
- Coordinate site supervision, design review, technical planning, progress monitoring, testing, commissioning, and handover activities.
- Supervise installation of mechanical, electrical, and electromechanical systems on large infrastructure projects.
- Advise the project management team and client on procurement, installation, testing, and commissioning matters.
- Review MEP designs, engineering calculations, drawings, specifications, equipment schedules, and technical reports.
- Confirm that engineering deliverables meet approved client criteria, project scope, operational needs, and authority requirements.
- Monitor the installation of pumping systems, treatment equipment, substations, firefighting systems, utilities, and associated controls.
- Coordinate interfaces between mechanical, electrical, civil, structural, instrumentation, control, and utility packages.
- Review contractor shop drawings, material submissions, method statements, inspection plans, and technical proposals.
- Identify design conflicts, installation constraints, access issues, and maintainability concerns before they affect construction.
- Attend factory acceptance tests, site acceptance tests, equipment inspections, and commissioning activities.
- Verify that testing procedures, results, and records comply with approved specifications and acceptance criteria.
- Coordinate equipment energization, functional testing, system integration, performance testing, and operational demonstrations.
- Support the handover of completed assets to clients, operators, and relevant government authorities.
- Develop scopes of engineering work for assigned project packages.
- Prepare and monitor engineering schedules, resource requirements, technical deliverables, and package budgets.
- Track progress against approved programme dates and highlight potential delays or resource constraints.
- Identify changes in scope and maintain clear technical records supporting change‑control procedures.
- Assist in defining procurement scopes, technical requirements, schedules, and budgets for project buyouts.
- Coordinate with procurement and subcontract teams during prequalification, bidding, technical evaluation, and award activities.
- Review supplier and subcontractor proposals for technical compliance and project suitability.
- Coordinate technical personnel from multiple engineering disciplines and specialist support groups.
- Assist the Project Manager in planning, directing, supervising, and controlling technical project activities.
- Estimate the engineering skills, resources, and staff hours required to complete assigned work successfully.
- Monitor contractor performance and verify compliance with approved drawings, specifications, quality plans, and safety procedures.
- Coordinate action items arising from client meetings, technical reviews, inspections, and project coordination sessions.
- Ensure assigned actions are distributed promptly, tracked, and closed within agreed deadlines.
- Prepare technical reports, design review comments, progress updates, inspection records, and management documentation.
- Obtain, assess, and circulate technical and contractual information to relevant project disciplines.
- Coordinate with DEWA, Dubai Municipality, Dubai Civil Defense, and other authorities where required.
- Support inspections, submissions, approvals, utility connections, permits, and final certifications.
- Identify technical risks and recommend practical corrective or mitigation measures.
- Promote compliance with health, safety, quality, environmental, and engineering governance requirements.
- Provide technical guidance to engineers, inspectors, contractors, and project personnel when assigned.
Ideal Profile
- Bachelor's degree in Electrical Engineering, Mechanical Engineering, Electromechanical Engineering, or a related discipline from a recognized institution.
- Minimum 12 years of experience in engineering and construction.
- At least 5 years of construction supervision experience on major infrastructure projects in the United Arab Emirates.
- Proven experience supervising pumping stations, treatment plants, substations, firefighting systems, and utility installations.
- Strong understanding of mechanical, electrical, and electromechanical construction processes.
- Practical knowledge of equipment procurement, installation, inspection, testing, commissioning, and handover.
- Familiarity with electrical distribution, pumps, piping systems, controls, firefighting equipment, and infrastructure utilities.
- Full working knowledge of DEWA, Dubai Municipality, and Dubai Civil Defense requirements and approval processes.
- Ability to review drawings, specifications, engineering calculations, method statements, and technical submissions.
- Experience coordinating multidisciplinary design and construction interfaces.
- Ability to identify scope changes, technical risks, programme impacts, and procurement constraints.
- Strong competence in technical reporting, project documentation, and engineering correspondence.
- Proficiency in CAD and standard engineering software applications.
- Good understanding of industry practices, regulations, construction quality controls, and safety requirements.
- Excellent written and spoken English communication skills.
- Ability to work effectively with clients, consultants, contractors, suppliers, authorities, and multidisciplinary project teams.
