Overview

Contracts Engineer - Infrastructure in Abu Dhabi Emirate, United Arab Emirates is a Civil Engineering opportunity for an experienced contractual and commercial professional who can administer pre-contract and post-contract activities, manage correspondence, evaluate claims, assess variations, and support contract compliance on major roads and infrastructure projects. This role is ideal for a contracts engineer with strong knowledge of contract administration, commercial risk tracking, claims substantiation, EOT submissions, change orders, and consultancy-based infrastructure delivery.

Role Context

The Contracts Engineer - Infrastructure will support the contractual control of major roads and infrastructure projects by ensuring that contract obligations, commercial matters, notices, claims, variations, and procurement documentation are properly reviewed, recorded, and administered. The position helps protect project and client interests by maintaining strong documentation, supporting dispute avoidance, tracking compliance requirements, and coordinating with engineering, planning, cost control, commercial, and site supervision teams.

Key Responsibilities
  • Administer pre-contract and post-contract activities for roads and infrastructure projects in coordination with project and commercial teams.
  • Review, interpret, and support implementation of contract documents, conditions, obligations, scopes, and commercial requirements.
  • Prepare and manage contractual correspondence, including notices, claims, variation letters, EOT submissions, change-related communications, and formal project letters.
  • Ensure all contractual correspondence is accurate, properly supported, compliant with contract conditions, and submitted within required timelines.
  • Evaluate contractor and consultant variations, claims, change orders, and commercial submissions.
  • Prepare detailed commercial and technical assessments to support negotiation, recommendation, and decision-making.
  • Monitor contract performance, commercial risks, key obligations, milestones, deliverables, and potential areas of exposure.
  • Track bonds, insurances, warranties, approvals, deadlines, claims notices, and contractual compliance requirements.
  • Maintain up-to-date contract registers, correspondence logs, claims trackers, variation registers, and compliance tracking tools.
  • Assist in preparing and reviewing tender documents, scopes of work, special conditions, procurement packages, and supplier or contractor documentation.
  • Coordinate with engineering, planning, cost control, and site supervision teams to collect and verify data required for contract administration.
  • Support claims substantiation by reviewing project records, site documentation, correspondence, schedules, cost data, and technical inputs.
  • Provide contractual and commercial advice to project teams on interpretation, risk allocation, compliance, and alignment with client and company procedures.
  • Draft clear contractual and commercial letters supported by document review, factual analysis, and coordination with relevant departments.
  • Identify potential claims, contractual issues, documentation gaps, commercial risks, and dispute triggers early.
  • Support preparation of claims and related documentation on behalf of the Engineer.
  • Ensure claim files, records, and supporting evidence are complete, accurate, traceable, and aligned with contractual procedures.
  • Assist project leadership with contract-related reporting, risk reviews, procurement coordination, and commercial decision support.
  • Communicate clearly with management, project staff, consultants, contractors, and client representatives.
  • Perform other responsibilities related to contract administration and commercial project support as assigned by project leadership.
Ideal Profile
  • Bachelor degree in Civil Engineering or Quantity Surveying.
  • Minimum 12 years of experience on large infrastructure projects.
  • Experience in roads and infrastructure projects will be an advantage.
  • Consultancy experience will be preferred.
  • Strong knowledge of pre-contract and post-contract administration.
  • Practical experience with contractual correspondence, notices, claims, variations, change orders, EOT submissions, and commercial assessments.
  • Ability to review contracts, scopes of work, tender documents, procurement packages, technical records, and project correspondence.
  • Good understanding of commercial risk management, compliance tracking, claims substantiation, and dispute avoidance.
  • Strong coordination skills for working with engineering, planning, cost control, site supervision, commercial, and procurement teams.
  • Good oral and written communication skills.
  • Ability to communicate logically and clearly with management and staff.
  • Detail-focused, organized, and able to maintain accurate registers, logs, trackers, and contract records.
  • Able to work under deadlines while managing multiple contractual priorities on complex infrastructure assignments.
