Role Context
The Manager - Contracts Management leads complex contracting activities across services and works categories, ensuring that tendering, acquisition requests, bidder engagement, contract award, amendments, variations, claims, and post‑award administration follow ADNOC policies, procedures, Delegation of Authority, and procurement cycle time requirements. This position acts as a commercial control point between end users, contractors, consultants, service providers, legal teams, finance, internal audit, and procurement stakeholders. The role supports value for money, risk mitigation, contract transparency, ERP tracking, supplier negotiation, and continuous improvement in procurement and contract management practices.
Key Responsibilities
- Manage assigned services and works procurement activities covering pre‑award and post‑award contractual requirements.
- Ensure acquisition requests are progressed in parallel with bidder list preparation, expression of interest, bidder screening, shortlisting, and tender strategy development.
- Lead pre‑tendering activities efficiently to support timely contract award and service delivery.
- Guide end users on acquisition request checklist requirements to ensure complete contract requests and tendering documentation.
- Manage the tendering process for assigned acquisitions and control progress against procurement cycle time KPIs.
- Oversee contract amendments, cap enhancements, variations, change orders, and claims to ensure compliance with contractual terms and conditions.
- Ensure contracts are signed on time in accordance with the approved Delegation of Authority.
- Make sure contract requisitions, tenders, and awarded contracts are visible, accurate, and trackable in the ERP system throughout tendering and execution.
- Liaise with contractors and user departments on contract clauses, interpretation issues, obligations, and commercial matters.
- Participate in negotiations for contracts, amendments, and variations to secure an effective balance of price, quality, risk, and delivery value.
- Assess quotations and support commercial or financial negotiations at the appropriate management level.
- Review contracting risks and recommend specialized solutions that protect company strategy, objectives, commercial position, and legal interests.
- Assess existing contractual practices against department and corporate objectives, with strong focus on value for money.
- Contribute to tender and contract policy guides, contract standards, clause libraries, contract models, authority manuals, commercial terms of reference, and contract management system improvements.
- Liaise with internal teams, user divisions, contractors, consultants, and service providers to maintain progress and resolve contractual issues.
- Visit end users when required to improve communication on tender and contract processing and close pending matters.
- Analyze market and economic developments with market intelligence teams to provide advice on contract prices, amendment rates, and variation pricing.
- Direct bidder list approval processes while ensuring fair opportunity distribution among registered contractors.
- Match bidder capabilities with job requirements using commercial judgment and procurement knowledge.
- Ensure bidder queries are answered on time in coordination with end users and issue tender bulletins where required.
- Ensure departmental procedures, processes, internal controls, and HSE management system requirements are followed.
- Distribute workload across the team according to capability, urgency, contract complexity, and business priorities.
- Deputize for the Contracts Manager during leave or absence when delegated by the appropriate management level.
- Plan and supervise department personnel and resources to achieve objectives efficiently and cost consciously.
- Support employee development, personal development plans, succession planning, talent pipeline building, and UAE National development.
- Provide input for division budgets, monitor departmental expenditure, and investigate major budget variances.
- Lead implementation of approved policies, processes, systems, standards, procedures, and internal controls.
- Monitor department KPIs, individual performance, and balanced scorecard targets under the company performance framework.
- Review and recommend organization structure improvements to support business objectives and better use of human capital.
- Encourage innovation, change management, operational improvements, and process efficiency aligned with ISO and industry standards.
- Support HSE culture, employee safety awareness, hazard reporting, incident reporting, safe systems of work, and departmental HSE training.
- Prepare accurate MIS reports, progress reports, and management information to support business decisions.
Ideal Profile
- Bachelor's Degree in Engineering, preferably Civil, Mechanical, or Electrical Engineering.
- Bachelor's Degree in Business Administration, Quantity Surveying, or an equivalent professional qualification may also be considered.
- Minimum 12 years of professional experience in contracts management, preferably in the oil and gas industry.
- At least 7 years of progressive supervisory or managerial experience.
- Extensive knowledge of tendering, contract preparation, operations and maintenance contracts, project management, claims analysis, and claims settlement.
- Strong understanding of legal and statutory requirements, contract conditions, commercial practice, and contract law.
- Knowledge of international contracts engineering standards, manufacturing standards, and oil and gas operations.
- Experience drafting contract terms and conditions covering indemnities, insurance, guarantees, warranties, liquidated damages, and related clauses.
- Strong experience in tender development, tender preparation, tender evaluation, contract negotiation, contract administration, and post‑award management.
- Ability to interface directly with contractors, consultants, service providers, legal teams, finance teams, insurance teams, and senior internal stakeholders.
- Good leadership, negotiation, team building, communication, commercial judgment, and problem‑solving skills.
- Ability to work independently, manage complex issues, handle multiple contracts, and operate under demanding workloads.
- Strong end user focus with a responsive, decisive, confident, and positive approach.
- Good knowledge of MAXIMO, SAP, MS Office applications, ERP tracking, and procurement systems.
- Fluency in Arabic and English is mandatory.
- Good organizational and project management skills with the ability to resolve sensitive and complex contract issues.
- Strong safety awareness and ability to support departmental health and safety programs.
- CIPS certification is preferred.
