Key Responsibilities
- Manage contractual and commercial correspondence related to assigned roads and infrastructure projects.
- Handle cost reports, variations, claims, payment records, and commercial documentation.
- Maintain payment logs, variation logs, claims logs, and related commercial registers.
- Coordinate with clients on quantity surveying, payment, cost control, claims, and contract administration matters.
- Work with the full supervision team to manage contractual letters, claims responses, commercial notices, and supporting records.
- Support project teams on commercial and contractual issues throughout the project lifecycle.
- Guide Quantity Surveyors on measurement principles, BOQ interpretation, and re-measurement practices.
- Review BOQ recapitulation prepared by Quantity Surveyors for accuracy and completeness.
- Review monthly financial affairs reports and provide commercial input where required.
- Review interim and final measurements for contractor works.
- Review contractor and consultant interim and final payment certificates.
- Process contractor payment certificates in accordance with contract requirements and approved procedures.
- Prepare and review tender documents, tender reports, commercial schedules, and related procurement documentation.
- Prepare or review variation submissions, new rate proposals, change assessments, and cost support information.
- Prepare and review variation orders and change orders for approval.
- Support all cost planning and cost control functions across the assigned project or program.
- Review preparation of change orders and variation orders to confirm contractual basis, pricing logic, and supporting documentation.
- Assist in evaluating claims, entitlement, supporting evidence, time-related cost impact, and commercial reasonableness.
- Draft and review contractual letters with clear references to contract conditions, project records, and commercial facts.
- Apply CESMM, FIDIC, and other relevant standards when reviewing measurements, payments, variations, and claims.
- Provide management-level commercial support and help maintain accurate records for audits, reporting, and project closeout.
Ideal Profile
- Bachelor's degree or master's degree in Civil Engineering, Construction Management, Quantity Surveying, or a related field.
- Minimum 15 years of experience in prime contract administration, quantity surveying, cost management, or commercial management on major roads and large infrastructure projects.
- Professional membership such as MRICS is highly preferred.
- Strong working knowledge of CESMM, FIDIC, and relevant infrastructure contract standards.
- Experience reviewing BOQs, measurements, payment certificates, tender documents, variation orders, new rates, claims, and commercial reports.
- Prior consultancy experience is preferred.
- UAE client approvals are an advantage.
- Related work experience in Dubai infrastructure projects is preferred.
- Working knowledge of PC software packages commonly used for contract administration, commercial reporting, payment tracking, and cost control.
- Ability to perform in a management capacity and provide guidance to quantity surveying teams.
- Strong written and spoken English communication skills.
- Excellent interpersonal skills for working with clients, consultants, contractors, supervision teams, and senior project staff.
- Detail-focused approach to measurement, payment certification, contract letters, cost reporting, variation review, and claims evaluation.
- Ability to work under project pressure while maintaining accuracy, professional judgment, and clear documentation.
