Job summary

Met T&S in the United Arab Emirates seeks a Commissioning Instrument Supervisor (Telecom Specialist) to lead instrument-related commissioning activities on the Hail & Ghasha project. The role requires coordinating instrumental specialists, developing pre-commissioning procedures and ensuring safety and quality compliance on site.

The position offers a contractual rotation of 60 days on site and 10 days off, with accommodation and transportation provided, including economy-class

Qualifications

• University Degree or Diploma in relevant discipline or equivalent.
• At least 8 years or relevant experience in construction of large oil & gas plants/ EPC projects.
• Excellent communications and interpersonal skills.
• Attention to detail, management skills.
• Team-oriented, self-motivation, and direction, with bias toward timely performance and problem resolution.

Responsibilities

• Develop detailed pre-commissioning procedures for instrument items.
• Coordinate the activities of instrumental specialists CIA, CLC.
• Field check the DAC and prepare commissioning punch list.
• Monitor and ensure activities follow procedures and safety requirements.
• Organize and manage field operations of the assigned team from the subcontractor, ensuring safety.
• Support vendor specialists and coordinate actions with commissioning supervisors.
• Supervise vendor specialists and ensure efficient utilization.
• Ensure all safety rules are followed in the field.
• Keep records in the logbook and monitor progress, applying recovery actions as needed.
• Witness activities with the client, sign off certificates and hand over to certification engineer.
• Authorized to receive/issue permits to work per project procedures.
• Expedite pending punch list items per CMM priorities.

Rotation: Rotation of 60 days on site and 10 days off (paid) & 2 travel days (paid).

Salary range: Excellent salary package with benefits.

Commissioning Instrument Supervisor executes the activities pertaining to his discipline by means of the Instrumental Specialists acting under his / her responsibility, in compliance with the quality requirements, health / environmental / safety regulations and following the stated procedures.

He / she reports to the Commissioning Instrument Superintendent (CIT).

Duties and responsibilities

• To develop the detailed pre-commissioning procedures for instrument items & packages, procedures for the functional tests of the instrument items according to the instructions of commissioning instrument superintendent.
• Coordinate the activities of the instrumental specialist CIA, CLC.
• To field check the DAC and prepare relevant commissioning punch list, following the CME instructions.
• Monitor and ensure the activities are carried out in accordance with the procedures and requirements.
• To organize and manage the operations in field of the assigned team from the subcontractor by controlling their job and the implementation of plant safety procedures in case of emergency.
• Support the vendors specialists in the execution of the job and coordinate their actions with the commissioning supervisors.
• Supervise the works of vendors’ specialists and ensure their efficient utilization.
• Ensure all safety rules are in force and are followed in field.
• To keep records of all activities performed in the logbook for the purpose of monitoring the progress achieved and apply necessary recovery actions.
• To ensure that all the activities are witnessed by the client, prepare and sign off all relevant certificates and hand over to certification engineer.
• Can be the authorized person designated by the site manager to receive or issue a permit to work according to the project permit to work procedure.
• In charge of expediting pending punch list items in accordance with commissioning Manager (CMM) priorities.
