- Hesupports the Commissioning Manager in the activities of planning,execution, documentation preparation and hand over to the Client of thefacilities as per project requirements.
- Heensures at site the implementation of the procedures.
- Heoperates in compliance with the quality requirements,health/environmental/safety regulations and following the statedprocedures.
Duties and responsibilities
- Ensure that allpre-commissioning and commissioning activities are carried out accordingto stated procedures and agreed schedule.
- Ensure thatquality standards and safety procedures are being followed bycommissioning staff, including adherence to work permit requirements.
- Review thepre-commissioning and commissioning procedures for all installationsunder his responsibilities (field instrumentation, fire and gas units,on-line analysers, telecommunication system).
- Develop new orreview the existing inspection forms for the pre-commissioning andcommissioning activities pertaining to instrument activities.
- With referenceto the General Pre-commissioning Schedule system wise, prepare thedetailed program for all Instrumentation items. Define the dailyactivities and develop the day-by-day planning following the prioritiesagreed with the Commissioning Superintendent.
- CoordinatesField instrument activities with Commissioning Control SystemsSuperintendent in order to ensure a smooth execution of theCommissioning Plan, in line with the constrains and priorities definedby the Commissioning Manager.
- Monitor andensure the activities are carried out as per schedule.
- Assign thetasks to the supervisors/assistants.
- Support theCIS and cooperate with the other Commissioning disciplineSuperintendents (mechanical, electrical, and control systems) in orderto complete the pre-commissioning and commissioning activities to allowa smooth hand-over of the project within the target dates and prioritiesdefined with the Commissioning Manager.
- Report andupdate on the progress of the activities.
- Liaise withClient Project Team, Project Management, Subcontractors, VendorsRepresentatives.
- Propose to theCommissioning Manager and CVC the needs for mobilization of Vendorsspecialists. Organize and follow up in field all the activities requiredto implement the Vendors requirements and activities at Site.
- Support theVendors specialists in the execution of the job and coordinate theiractions with the Commissioning supervisors.
- Ensureavailability of commissioning spares and consumables for the executionof activities.
Person Specification
Knowledge & Qualifications
- University Degree or Diploma inElectrical or Instrumentation Engineering or equivalent.
Experience
- Minimumof 18 year’s work experience.
- Significantexperience in a similar position on EPC Oil & Gas projects/Refinery.
Skills and Abilities
Strongleadership and coordination skills.
Good judgmentand decision-making under pressure.
Effectivecommunication and reporting skills.
Proficient inEnglish (written and spoken).
