Role Context

The Civil Maintenance Engineer provides technical and project leadership for civil maintenance activities that support safe, reliable, and continuous operation of industrial assets. The role develops technically sound and economically effective maintenance solutions while ensuring projects comply with ADNOC standards, specifications, business processes, and approved maintenance policies. The position coordinates cross-functional teams, contractors, vendors, and operational stakeholders throughout the maintenance lifecycle, from defining requirements and preparing tender packages through contract development, execution, monitoring, and completion. The role also contributes to Emiratization objectives by mentoring and developing UAE National engineers in civil engineering and maintenance disciplines.

Key Responsibilities
  • Plan and develop civil maintenance scopes of work for tender packages.
  • Evaluate technical requirements and identify cost-effective engineering solutions.
  • Ensure proposed civil maintenance solutions comply with company business processes, policies, standards, and specifications.
  • Lead implementation of company standards and policies related to Civil Maintenance.
  • Define project requirements, technical scope, deliverables, and execution criteria before commencement.
  • Initiate and plan civil maintenance projects across operating facilities.
  • Coordinate multidisciplinary teams required for project execution.
  • Supervise contractors performing civil maintenance and rehabilitation works.
  • Monitor project progress against approved schedules, budgets, and technical scope.
  • Control project changes and ensure deviations are properly reviewed and authorized.
  • Support execution of concrete repair and rehabilitation programs.
  • Plan maintenance and repair works involving industrial roads and associated infrastructure.
  • Coordinate fireproofing maintenance and repair activities.
  • Support repair programs for non-metallic utility piping and related civil interfaces.
  • Ensure maintenance activities are executed in accordance with approved HSE requirements.
  • Identify technical issues affecting civil assets and develop appropriate corrective solutions.
  • Review maintenance priorities based on asset condition, operational requirements, and business impact.
  • Plan and manage Civil Maintenance support services required by plant operations and other internal customers.
  • Initiate, monitor, and control activities through the approved Maintenance Management system.
  • Ensure maintenance records and work requirements are appropriately documented and tracked.
  • Coordinate maintenance plans with plant operations to reduce disruption to production and facility availability.
  • Prepare technical documentation required for civil maintenance contracts.
  • Initiate and develop contracts needed to support civil maintenance services.
  • Define contracting requirements in line with approved acquisition plans.
  • Support the Maintenance Manager in planning contract strategies and service requirements.
  • Determine and document technical requirements before contract finalization.
  • Participate in technical evaluation of prospective contractors and service providers.
  • Assess bidder technical competency, relevant experience, and execution capability.
  • Evaluate contractor and vendor HSE performance during prequalification and selection.
  • Review potential bidders and material vendors from the approved company commercial directory.
  • Issue or support requests for Expressions of Interest where required.
  • Obtain necessary approvals from site management during contractor and vendor selection processes.
  • Participate in tender clarification and technical evaluation activities.
  • Ensure selected contractors understand applicable civil maintenance standards and project requirements.
  • Monitor contractor performance during execution and address technical or schedule deficiencies.
  • Coordinate with procurement, contracts, operations, maintenance, HSE, and engineering teams.
  • Review completed works to verify compliance with approved specifications and quality requirements.
  • Support handover and closeout of completed civil maintenance projects.
  • Identify opportunities to improve maintenance methods, project execution, and lifecycle cost.
  • Apply lessons learned from previous projects to future civil maintenance planning.
  • Contribute to maintenance cost optimization while preserving asset integrity and operational safety.
  • Mentor UAE National engineers and support structured technical development.
  • Provide practical coaching in civil engineering, maintenance planning, contractor management, and project execution.
  • Support achievement of Emiratization objectives through competency development and knowledge transfer.
  • Maintain compliance with company HSE policies, procedures, and operating requirements.
  • Provide technical input for management reports, maintenance reviews, and project progress updates.
Ideal Profile

The successful candidate should hold a Bachelor 's Degree in Civil Engineering or an equivalent engineering qualification. A minimum of 8 years of relevant experience is required in civil maintenance within a large industrial organization, preferably in the oil and gas industry. Candidates should have practical experience in concrete rehabilitation, industrial roads, infrastructure maintenance, fireproofing, and non-metallic utility piping repair works. Strong experience in maintenance project planning, scope development, tender preparation, contractor supervision, contract support, and technical evaluation is important. The role requires the ability to coordinate multiple stakeholders and contractors while maintaining control of project schedule, technical scope, budget, quality, and HSE performance. Experience working within operating industrial facilities and managing maintenance activities around live plant operations will be particularly valuable.
