Working closely with the Resident Engineer and Assistant Resident Engineers, the Inspector will provide day-to-day site supervision, verify construction quality and compliance, monitor HSE requirements, witness testing, maintain inspection records, and help ensure water network works are completed in accordance with approved drawings, specifications, standards, and regulations.

What You 'll Be Doing
- Work closely with the Resident Engineer and Assistant Resident Engineers to supervise construction activities and verify that works follow the required sequence and quality standards.
- Carry out daily site inspections of Contractor activities and promptly identify deviations from approved requirements.
- Inspect water distribution network construction, including excavation, bedding, pipe laying, thrust restraint, chambers, valves, fire hydrants, air valves, fittings, connections, backfilling, and reinstatement.
- Verify compliance with approved drawings, technical specifications, inspection and test plans, and applicable industry standards.
- Check pipework and associated infrastructure for correct alignment, levels, and gradients.
- Coordinate inspection findings and construction issues with the Assistant Resident Engineers.
- Monitor the protection of existing utilities and assets throughout construction.
Inspection and Testing
Attend and witness relevant field and laboratory testing associated with water network construction. Activities will include pressure testing, flushing, disinfection, water quality sampling, and compaction testing. The Civil Inspector will also examine materials delivered to site before incorporation into permanent works, checking for visible damage and verifying compliance with contractual requirements.
Quality Control and Site Records
- Maintain accurate daily field logs and inspection records.
- Prepare and maintain photographic records of site activities and observations.
- Record construction progress, deficiencies, and inspection findings.
- Raise inspection requests and site observations as required.
- Support preparation of non-conformance reports when works do not meet specified requirements.
- Monitor Contractor compliance with approved inspection and test plans.
- Report progress and identified deviations to the Assistant Resident Engineers.
- Support snagging, de-snagging, and final inspections upon completion of works.
Water Network Construction
The position requires practical understanding of water distribution systems and their associated civil works. Inspection activities will cover trenching, excavation, shoring, bedding, pipe installation, connections, chambers, backfilling, reinstatement, and related construction processes. Experience inspecting service connections, bulk connections, and network relocation works will be particularly relevant to the assignment.
HSE Responsibilities
- Monitor site QA-QC and HSEQ plans in accordance with Consultant and Contractor HSEQ plans.
- Maintain a visible presence across active worksites.
- Participate in scheduled HSE walkthroughs and inspections.
- Support safety interventions and audits at planned intervals.
- Monitor safe working practices associated with excavation and trenching.
- Maintain awareness of confined-space, lifting, and working-at-height requirements.
- Promote proactive reporting of unsafe acts and conditions.
- Encourage personnel to raise HSE concerns when unsafe conditions are identified.
What Required Skills You 'LL Bring
- Engineering degree, BE or BSc, in Civil Engineering or Mechanical Engineering.
- Degree certification by the Ministry of Higher Education.
- Minimum 2 years of relevant site inspection experience.
- Consultancy experience on a similar scope of work is preferred.
- Sound knowledge of water distribution network systems and associated civil works.
- Ability to read and interpret engineering drawings.
- Ability to work with technical specifications and inspection and test plans.
- Experience with trenching, excavation, shoring, and backfilling processes.
- Good understanding of HSE requirements and safe working practices.
- Knowledge of safety requirements relating to confined spaces, excavation, lifting, and working at height.
- Familiarity with Client specifications and relevant international standards.
- Familiarity with applicable OSHAD Codes of Practice.
- Good communication, coordination, and reporting skills.
- Fluent English reading and writing.
- Availability for full-time site work.
- Ability to work a six-day site week as required under the Agreement.
What Desired Skills You 'LL Bring
- Previous experience on TAQA Distribution, ADDC, AADC, or equivalent water distribution utility projects in Abu Dhabi or Al Ain.
- Familiarity with TAQA Distribution specifications.
- Knowledge of applicable inspection and test plans and documentation requirements.
- Familiarity with the TAQA 12 Essential Rules.
- Familiarity with the Client 's permit-to-work procedure.
- Experience inspecting service connections and bulk connections.
- Experience with water network relocation works.
- Ability to cover multiple concurrent worksites as part of a daily inspection route.
- Valid UAE driver 's licence.
