Job summary

Parsons is seeking a seasoned Quantity Surveyor in Abu Dhabi to oversee commercial and contract administration for water distribution projects. The role focuses on BOQ preparation, cost control, payment certification, and variations, working closely with Resident Engineers, contractors and project teams.

Qualifications

• Engineering degree in Surveying, Commercial Management, or Construction Management.
• Degree must be certified by the Ministry of Higher Education.
• Minimum 7 years of experience in the construction industry, with electricity and water project experience preferred.
• Detailed understanding of BOQ practices, measurement, and certification under rate-based contracts.
• Thorough understanding of relevant laws, regulations, and industry standards.
• Strong contractual awareness.
• Effective negotiation and contract management skills.
• Excellent quantitative and analytical capability for cost estimation and financial analysis.
• High level of accuracy in calculations and commercial documentation.
• Proficiency with relevant cost estimating software and project management systems.
• General knowledge of civil, mechanical, and electrical material requirements.
• Fluent English reading and writing skills.
• Availability on a full-time basis and willingness to work a six-day site week as required.

Responsibilities

• Maintain a detailed understanding of the contractual setup, project scope, BOQ definition practices, and applicable pricing requirements.
• Prepare and review project bills of quantities based on the approved scope of work.
• Develop detailed cost estimates using specifications, drawings, and other relevant project information.
• Measure and verify completed quantities against contract drawings, specifications, bills of quantities, and agreed rates.
• Coordinate with Resident Engineers and Assistant Resident Engineers to support the review and approval of contractor monthly invoices.
• Quantify variations and support the preparation and review of claims relating to BOQ items.
• Provide commercial input for changes processed through the project''s Management of Change procedure.
• Monitor material and BOQ expenditure and compare actual costs against approved budgets.
• Analyse cost variances and provide commercial status information for monthly project reporting.
• Provide cost-related input on material submittals, substitutions, construction methods, and design changes while maintaining compliance with project requirements and specifications.
• Maintain payment, variation, and claims registers.
• Support cash flow forecasting and commercial reporting.

The role is focused on maintaining the commercial integrity of the assignment through accurate measurement, BOQ administration, cost monitoring, payment certification support, variation assessment, and commercial close-out. Working closely with Resident Engineers, Assistant Resident Engineers, contractors, and project disciplines, the Quantity Surveyor will verify completed works against contract requirements and agreed rates while maintaining accurate commercial records throughout project delivery.

What Desired Skills You 'll Bring

• Previous experience with TAQA Distribution, ADDC, AADC, or equivalent water distribution utility projects in Abu Dhabi is strongly preferred.
• RICS or another recognized Quantity Surveying certification.
• Experience administering framework, call-off, or rate-based agreements involving multiple concurrent scopes.
• Familiarity with FIDIC conditions of contract.
• Familiarity with relevant international standards and quantity surveying practices.
• Membership of a recognized professional body such as RICS, AACE, or equivalent.
