Qualifications

Parsons is hiring an Assistant Resident Engineer in Abu Dhabi, UAE to support construction supervision for water distribution network projects serving a major utility client across Abu Dhabi and Al Ain. The role will assist the Resident Engineer with civil works supervision, site inspections, contractor coordination, quality control, HSE compliance, progress monitoring, and project close-out. The position requires practical knowledge of water network construction, testing, disinfection, and commissioning. The Assistant Resident Engineer will oversee site activities to ensure works are completed safely, in the correct sequence, and in accordance with approved drawings, specifications, method statements, permit-to-work requirements, and client standards.

What You 'll Be Doing

• Maintain a detailed understanding of contractual requirements relating to civil works and assigned construction packages.
• Supervise and guide inspectors to ensure activities are performed in the correct sequence and to the quality required by the contract documents.
• Oversee work performed under applicable permit-to-work systems, including Limited Access Permits where required.
• Conduct and approve site supervision activities, carry out daily inspections, attend field and laboratory testing, and follow up construction activities.
• Supervise water distribution network works involving excavation, bedding, pipe laying, thrust restraint, chambers, valves, fittings, connections, backfilling, and reinstatement.
• Supervise inspections of contractor works against approved inspection and test plans.
• Advise the Resident Engineer regarding final approvals for completed works.
• Maintain red-mark and as-built drawing corrections and verify contractor submissions.
• Identify technical incompatibilities involving site works or materials and report them to the Resident Engineer.
• Communicate requirements for rectification of non-compliant works to the contractor.
• Verify that construction activities follow approved method statements.
• Monitor construction progress against the project schedule and report status and deviations.

Quality and HSE Supervision

• Coordinate with the QA-QC function to verify that works achieve the agreed quality requirements and are documented in the appropriate quality control records.
• Maintain an active presence across the worksite.
• Participate in planned HSE walkthroughs, inspections, safety interventions, and audits.
• Verify implementation of agreed risk responses and identify emerging site risks.
• Provide civil discipline input to project risk and lessons learned registers.
• Monitor safe working practices associated with excavation, confined spaces, lifting operations, working at height, and other relevant construction activities.

Site Coordination and Project Close-Out

The Assistant Resident Engineer will support interdisciplinary coordination at site and work closely with the Resident Engineer, inspectors, contractors, and client representatives. The position may assume additional Resident Engineer duties during leave cycles or emergencies when required. The role will also liaise with client personnel during project close-out to support completion in accordance with contractual obligations and PAC-FAC requirements.

What Required Skills You 'll Bring

• BE or BSc degree in Civil Engineering.
• Degree certification by the Ministry of Higher Education.
• Minimum 5 years of experience for engineering degree holders, with consultancy experience in a similar scope preferred.
• Sound working knowledge of water network installation, testing, disinfection, and commissioning practices.
• Familiarity with client specifications and relevant international standards.
• Familiarity with applicable OSHAD Codes of Practice.
• Good knowledge of HSE requirements and safe working practices.
• Understanding of confined-space work, excavation safety, lifting operations, working at height, permit-to-work systems, and risk assessments.
• Ability to read and interpret engineering drawings, specifications, and inspection and test plans.
• Proficiency with computer applications used for record management and report preparation.
• Familiarity with relevant engineering and construction software.
• Strong site coordination, reporting, communication, and problem-solving skills.
• Fluent English reading and writing.
• Availability on a full-time basis and willingness to work a six-day site week as required under the Agreement.

What Desired Skills You 'll Bring

• Previous experience with TAQA Distribution, ADDC, AADC, or equivalent water distribution utility projects in Abu Dhabi or Al Ain is strongly preferred.
• Familiarity with TAQA Distribution specifications, permitting procedures, and reporting formats.
• Familiarity with the TAQA 12 Essential Rules and client permit-to-work and control-of-work systems.
• Approved Competent Person status with TRANSCO, ADDC, AADC, or a similar organization.
• Construction safety training such as OSHA 30-hour construction safety or similar.
• Working knowledge of project scheduling software such as Primavera.
• Proficiency in AutoCAD or similar software.
• Valid UAE driver 's licence.
