Job summary

NBCPSS is seeking a Designated Agent to promote, monitor and enforce compliance with Collective Agreements within the private security sector. The role requires handling inspections, enforcement actions, and settlements while engaging with employer representatives and employees.

The ideal candidate will have Labour Relations/IR expertise, experience with bargaining, and a valid driver’s license. The position demands professional, objective conduct and planning of enforcement activities.

Qualifications

• Minimum Grade 12 certificate or equivalent.
• Post Matric Qualification in Labour Relations Management, Industrial Relations, Labour Law, HRM or relevant.
• 2–3 years’ experience in a Labour Relations environment.
• 1–2 years’ experience in Collective Bargaining or Labour Law Enforcement is an advantage.
• Must have a current valid driver’s license and own reliable vehicle.

Responsibilities

• Promote, monitor, and enforce compliance with all Collective Agreements of the Council in the registered scope of the Council.
• Interpretation of all clauses of the Collective Agreements and issue Compliance Orders to non-compliant companies.
• Calculate and determine amounts owing to the Council due to non-compliance and issue compliance orders.
• Negotiate, draft, and sign settlement agreements with employer representatives for approval by the Senior Agent.
• Lead enforcement cases referred to arbitration and prosecute non-compliant employers.
• Conduct routine inspections and issue findings reports.
• Discuss inspection reports with stakeholders to prevent future non-compliance.
• Handle complainant cases for enforcement and decide on investigations within prescribed timelines.
• Serve legal documents such as compliance orders, notices of arbitration, and awards.
• Provide training and information sessions to employer representatives and employees about the Council and its Collective Agreements.
• Promote stakeholder relationships and maintain objective, fair conduct.
• Plan and organise daily, weekly, and monthly compliance/enforcement activities.
• Submit weekly route plans and activity reports.
• Act as custodian of the Council’s image and reputation.
