Job Purpose: The HR Manager is responsible for the overall human resources management of the airport project workforce, including workforce planning and mobilization, employee relations, welfare, and compliance with labor regulations. The role ensures the project has the right workforce in place at the right time to support the demanding, multi-shift execution schedule, while maintaining positive employee relations and full compliance with local labor law.
Develop and execute workforce planning and mobilization plans to ensure sufficient skilled labor, including night shift personnel, is available to meet the project's construction schedule, coordinating closely with Construction Managers on staffing requirements.
Oversee recruitment and onboarding of project staff and workers, ensuring timely hiring of positions across management, technical, and site-level roles while maintaining quality of hire and compliance with project and legal requirements.
Manage employee relations across the project workforce, addressing grievances and disputes fairly and promptly, and overseeing welfare programmes, including worker accommodation, transportation, and wellbeing initiatives, particularly for night shift staff.
Ensure full compliance with local labor law, visa/work permit regulations, and any project-specific labor requirements, working with legal and government relations teams to resolve compliance issues promptly.
Oversee payroll processing and benefits administration for the project workforce, ensuring accuracy and timeliness of payments and resolving any payroll-related issues or disputes.
Coordinate training and development programmes, including HSE inductions, technical certifications, and airport-specific training (e.g., AVSEC awareness) required for personnel to work within the airport environment.
Provide regular HR reporting to project leadership, including workforce headcount, turnover, and mobilization status, supporting informed decision-making on staffing and resource planning.
Bachelor's Degree in Human Resources Management, Business Administration, or a related field.
Professional HR certification (e.g., CIPD, SHRM) is preferred.
Strong track record ensuring labor law compliance and managing employee relations on complex, multi-national construction workforces.
