Job summary

Insight Global is seeking a Civil/Environmental Engineer with a PE license to lead water and wastewater infrastructure projects in Laurel, MD. You will manage planning, design, bidding, and construction, ensuring technical excellence and client satisfaction.

The role requires an ABET-accredited degree, strong knowledge of distribution and collection systems, design standards, and the ability to mentor staff while coordinating with regulators and clients.

Qualifications

• Bachelor's degree in civil or environmental engineering from ABET-accredited university.
• Professional Engineer (PE) license.
• Experience managing planning, design, and delivery of water and wastewater infrastructure projects.
• Strong knowledge of water distribution and wastewater collection systems and design standards.
• Experience managing project scope, schedule, budget, and technical deliverables.
• Proficiency with engineering software including AutoCAD Civil 3D, Bluebeam Revu, ArcGIS, WaterCAD, SewerGEMS, and EPANET.
• Proficiency with Microsoft Office Suite.
• Strong written and verbal communication skills.
• Ability to manage multiple projects, priorities, and deadlines.
• Experience leading engineers, designers, and other technical staff.
• Strong client relationship and project coordination skills
• Nice to Have: experience with WSSC Water, Washington Aqueduct, DC Water, Baltimore City DPW, Prince George's County, Montgomery County; experience with rehabilitation and replacement, pumping stations, pipeline design, utility coordination, and condition assessment projects.

Responsibilities

• Managing water and wastewater engineering projects from planning and design through bidding and construction.
• Leading design and rehabilitation of water distribution systems, wastewater collection systems, pipelines, pumping stations, and related utilities.
• Developing project scopes, schedules, budgets, staffing plans, and deliverables.
• Serving as the primary client contact and maintaining relationships.
• Coordinating project activities with clients, regulatory agencies, utility owners, subconsultants, contractors, and stakeholders.
• Leading and mentoring engineers and technical staff and coordinating workloads.
• Reviewing calculations, plans, specifications, reports, cost estimates, and designs.
• Providing technical direction throughout project phases.
• Managing budgets, schedules, invoicing, staffing, and financial performance.
• Coordinating permitting and regulatory requirements with agencies.
• Conducting project meetings, design reviews, site visits, and field investigations.
• Overseeing bid-phase and construction-phase activities, reviewing submittals, RFIs, and design changes.
• Identifying project challenges and developing approaches to maintain progress and meet objectives.
• Assisting department manager with proposals, scopes, fee estimates, and schedules.
• Developing and maintaining client relationships and identifying opportunities for new work.
